RESOLUTION NO. 1708
RESOLUTION CALLING ON THE GOVERNOR OF THE STATE OF CALIFORNIA TO DESIGNATE
BAY AREA SEWAGE SERVICES AGENCY AS SAN FRANCISCO BAY REGION PLANNING AGENCY
FOR WATER POLLUTION CONTROL.
WHEREAS, the 1972 amendments to the Federal Water Pollution
Control Act provide for the Governor of the State to designate an area-wide
planning agency for each area of the State which has substantial water quality
control problems, and
WHEREAS, Section 208(a) of Public Law 92-500 specifies that the
Governor shall identify each area within the State which has substantial
water quality control problems and that the Governor shall designate a single
representative organization including elected officials from local government
as the agency capable of developing effective area water treatment management
plans, and
WHEREAS, Bay Area Sewage Services Agency was authorized under
Division 9, Sections 16000-16830, of the California Water Code, establishing
Bay Area Sewage Services Agency and prescribes its natures and duties which
include planning for the Bay Area region and that the membership of the Board
of Trustees shall be of elected local officials of waste water disposal agen-
cies throughout the Bay Region which thereby qualifies Bay Area Sewage Services
Agency as the agency to be designated.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City
of Gilroy does hereby recommend that Bay Area Sewage Services Agency be named
as the planning agency in accordance with the Federal Water Pollution Control
Act, and further requests that the Governor of the State of California so desig-
nate Bay Area Sewage Services Agency to be the planning agency for this area.
BE IT FURTHER RESOLVED that the City Clerk of the City of Gilroy be
and is hereby directed to transmit a copy of this resolution to the Governor of
the State of California.
