RESOLUTION NO. 1731
RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY
ADOPTING POLICY GUIDELINES FOR FUTURE DEVELOPMENT
ALONG FIRST STREET
WHEREAS, after study, the Planning Commission and staff
has prepared and recommended adoption of policy guidelines for
future development along First Street in the City of Gilroy,
and good cause appearing therefor,
NOW, THEREFORE, BE IT RESOLVED that the Council of
the City of Gilroy approves the attached policy gUidelines and
adopts the same for the regulation of future development along
First Street in the City of Gilroy.

First Street Policy Area
The City Council has previously adopted some policies with regard to the
First Street Area. This is an attempt to express those policies and expand
upon them:
Area,
The First Street Policy Area will include that portion of the Gilroy Planning
area bounded on the north by Welburn Avenue, on the south by Third, an the west
by the Santa Teresa Expressway and on the east by Miller Avenue/Wayland Lane.
1. All subsequent developnent in the First Street Policy Area will be Planned
Unit Development with emphasis on larger interrelated developments as opposed
to smaller spot developments. Developnents should include such amenities as
extensive landscaping, a minimum of 30 foot setbacks and building be compata-
ble in architectural style to the newer constroction on First Street.
2. Any further commercial development east of Santa Teresa Expressway will be
critically evaluated as to the needs of the community and the effects of
further strip zoning.
3. Commercial development west of the Santa Teresa Expressway will not be
considered at the present time.
4. There is no need for service station within the policy area, except for the
possability of the intersection of First Street and Santa Teresa Expressway.
In this case only one service station should be allowed at that intersection.
An agreement between the county and the cities of Gilroy and Morgan Hill
should be pursued to order to limit the number of stations along the Santa
Teresa Expressway.
5. The proliferation of free standiAg signs within the area have become an eye
sore and a pollution problem to the City of GUroy. Every effort will be
made to encourage better designed signs, of less bulk and height. The pos-
sibility of limiting free standing signs should not be overlooked.
6. The City will require undGl"grcund1ng t4 utUit1e8 within'tu FaUey Area in
all future development.
7. All landscaping on corrmercial properties will be maintained. Those pro-
perties without landscaping will be encouraged to provide some. A land-
scaping program including trees will be pursued along First Street.
