Resolution 1624 RESOLUT ION NO. 1624 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY ON PLANNING POLICY COMMITTEE'S TENTATIVE POLICY STATEMENT IN REGARD TO HAZARD CONTROL PROJECTS. WHEREAS, the Urban Development and Open-Space Subcommittee of the Planning Policy Committee has adopted a tentative policy statement as fol lows: "In determining priorities among several proposed hazard control projects, highest priority should be assigned to projects which will protect existing urban areas over projects which will protect areas which are currently undeveloped. Publ ic money should not be used to promote development in hazardous areas. It should be recognized, however, that projects which protect or otherwise contribute to the well-being of urban areas may be located in or involve undeveloped areas.11 WHEREAS, the Gilroy City Council feels that this pol icy infers that the ~ highly urbanized areas should be given a higher priority in various projects than less highly urbanized areas, which is another example of the highly populated areas in the North County taking advantage of the more rural and less populated areas in the South County; and WHEREAS, the Gilroy City Council feels that this policy would be to the disadvan- tage of agricultural land uses in the South County and the preservation of these valuable open-space resources would thereby be threatened; and WHEREAS, the Gilroy City Council feels that orderly urban development takes place within a planned framework by encouraging development in some areas as well as by discouraging development in other areas; BE IT RESOLVED, the Gilroy City Counci 1 requests that the Urban Development and Open-Space Subcommittee of the Planning Pol icy Committee delete the tentative pol icy statement shown above, and give no further consideration to pol icies which place the South County and its cities at a disadvantage in planning their own development.
