Resolution 1635 RESOLUTION NO. 1635 A RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY, CALIFORNIA, URGING SUPPORT AND BUDGET AUGMENTATION TO COMPLETE PRECONSTRUC- TION ACTIVITY, SAN FELIPE DIVISION, CENTRAL VALLEY PROJECT CALIF- ORNIA. WHEREAS, there presently exists in the entire Counties of Santa Clara, San Benito, Monterey, and Santa Cruz a shortage of water, which is becoming more acute each year; and WHEREAS, the supply of water in underground storage basins are depleted every year in which the rainfall is less than average, and this year these counties are experiencing a much less than average rainfall resulting in depletion of the underground sources of water and serious water shortage; and WHEREAS, the United States Bureau of Reclamation has made a written report in which it finds that all four counties herein named must import water in order to meet current needs, and the Congress of the United States has auth- orized the construction of the San Felipe Water Project, which will take water from the San Luis Reservoir to these four counties and has expended some fifteen mill ion dollars ($15,000,000.) on the San Fel ipe Project, to date; and WHEREAS, the federal budget for fiscal 1972-1973 contains no funds for completion of preconstruction activity for the San Fel ipe Division of the Central Valley Project; and WHEREAS, it appears that the grounds for the deletion of such funds is that by reason of the recent decision of the State of California Water Resources Control Board setting quality criteria for specified reaches of the delta of the Sacramento-San Joaquin Rivers the Bureau of Reclamation is unable to guarantee a water supply for said Division; and WHEREAS, it appears the Santa Clara sub-area, as the principal prospec- tive contractor for San Felipe Division supplies and other pub1 ic contractors RESOLUTION NO. 1635 - 1 - in the proposed service area (in San Benito, Santa Cruz and Monterey Counties) are fully prepared to accept a form of contract which provides for temporary discontinuance of del iveries in years of shortage, hold-over underground storage being available; and WHEREAS, if the United States is in fact subject to the requirements of the State decision such decision is by its terms entirely flexible and subject to review at any time; and WHEREAS, the years in which such a rationing might be imposed, will occur only under a combination of conditions remote in probability. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Gi lroy that the necessary Appropriations Committee of the United States Congress are most strongly urged and requested to augment the federal budget for fiscal 1972-1973 by a sum representing the capability of the Bureau of Reclamation to complete San Felipe Division preconstruction activity. BE IT FURTHER RESOLVED that we hereby urge the Water Resources Control Board, State of California, to lend our great need their constructive support.
