RESOLUTION NO. 1691
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY URGING ADEQUATE
FUNDING IN FISCAL YEAR 1973-74 OF THE UNITED STATES ARMY CORPS OF
ENGINEERS STUDY OF PAJARO RIVER BASIN IN SANTA CLARA, SAN BENITO,
SANTA CRUZ AND MONTEREY COUNTIES, CALIFORNIA AND URGING CONSIDERATION
OF LEGISLATION AFFECTING CORPS PROJECTS.
WHEREAS, a broadly based local Citizens Advisory Committee has
undertaken a review of the progress and direction of the current study by the
United States Army Corps of Engineers of Pajaro River and particularly the Uvas-
Carnadero Creeks; the roster of said Committee being hereunto attached; and
WHEREAS, said Committee, having thoroughly considered the matter,
has concluded and recommended as hereinafter stated;
NOW, THEREFORE, BE IT RESOLVED by CITIZENS COMMITTEE ON THE STUDY
OF UVAS-CARNADERO as follows:
1. That the Congress and particularly the cognizant Appropriations
Committees of both Houses thereof be most strongly urged to provide adequate
funding of the subject study; that in the ensuing fiscal year the sum of
$75,000. can and, it is respectfully suggested, should be expended for this
purpose; and
2. That the Congress is further urged to consider and favorably
act upon legislation governing projects of the United States Army Corps of
Engineers which legislation would accomplish these two objectives; (a) allow
local public interests to protect their lands and people during any interim
period prior to federal work by making improvements, and (b) encourage local
initiative and self help by deeming such first-state improvements constructed
by local interests to be a local contribution to and a part of the project and
not as having an adverse effect upon the benefit cost ratio of such project.
