RESOLUTION NO. 1291
RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY OFFICIALLY OPPOSING PROPOSI-
TION 9 ON STATEWIDE GENERAL ELECTION BALLOT, NOVEMBER 5, 1968.
WHEREAS, Proposition 9, an initiative Constitutional amendment,
will be on the statewide general election bal lot in November, and;
WHEREAS, Proposition 9 is alleged to provide property tax
relief, and;
WHEREAS, Proposition 9 will not provide tax relief of any kind,
but wil I result in a massive tax shift harming aged persons, renters, and
single-family homeowners, and;
WHEREAS, Proposition 9 would seriously weaken local self-govern-
ment by removing the ability of cities, counties, schools and special districts
to adequately finance needed services and facilities, and thereby making them
more dependent upon State and Federal aide and control, and;
WHEREAS, Proposition 9 would also remove the ability of the
State Legislature to deal effectively with revenue and taxation matters by
freezing critically deficient requirements into the Constitution, and;
WHEREAS, Proposition 9 will require substantial increases in
State taxes amounting to $4.5 bill ion by 1973-74, and;
WHEREAS, Proposition 9 would produce a chaotic situation threat-
ening on-going city, county, and school operations as well as preventing or-
derly long-term development, and;
WHEREAS, Proposition 9 is opposed by a responsible cross-sec-
tion of individuals and organizations incl uding Governor Ronald Reagan, State
Director of Finance Caspar Weinberger, State Assemblyman-22nd District,George
W. Milias, the League of California Cities, the California Teachers I Associa-
tion, the California School Boards I Association, the California Congress of
parents' and Teachers', tbe California County Supervisors Association, the
California Taxpayers Association, the California State Chamber of Commerce,

and organized labor; noW therefore be it
RESOLVED, that the City of Gilroy officially goes on record
as opposing Proposition 9 and urging its defeat in November, and be it
further
RESOLVED, that this opposition be communicated to all groups
and individuals within the community who are interested in effective local
govern ment.
PASSED AND ADOPTED this 21st day of October, 1968, by the
