RESOLUTION NO. 1157
RESOLUTION ADOPTING THE CIVIL DEFENSE OPERATIONS PLAN FOR THE CITY OF GILROY.
WHEREAS, Ordinance No. 806 of the City of Gilroy relating to civil
defense and disaster, provides that the civil defense and disaster organization,
the distribution of civil defense powers and duties, the assignment of functions
and services, and the recruitment, direction and training of personnel shall be
prescribed by resolution adopted concurrently with the adoption of said ordinance;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Gilroy
as follows:
1. Civil Defense and Disaster Organization: The Civil Defense
and Disaster Organization of this city shall be as described in
the document entitled Gi lroy Civil Defense Operations Plan, is
attached as EXHIBIT A. Said Exhibit A, including all informa-
tion shown therein, is specifically incorporated herein as if
the same were particularly described in this resolution.
2. Duties: The civil defense and disaster duties of the Direc-
tor and the service chiefs shall be described in the Gilroy
Operations Plan. Such duties as described in said Operations
Plan may be changed from time to time by the Director by written
administrative orders, particularly for the purpose of conform-
ing to recommendations of the Director of the California Dis-
aster Office or subsequent modifications recommended by the
Director, Office of Civil Defense, Office of the Secretary of
the Army.
3. Service Annexes: Each service chief shall prepare his res-
pective service annex to the Gi Iroy Civil Defense Operations Plan
and such additions and revisions as are necessary to reflect the
most recent directives from the Director of the California Dis-
aster Office. Such plan and the additions and revisions become

a part of the plan upon approval of the Director.
4. Recission of conflicting Resolution: Resolution No. 477 of
the Council of the City of Gilroy, dated September 2, 1958, rela-
ting to the Civil Defense and Disaster Plan of the City of Gilroy,
is hereby rescinded.

CITY OF GILROY
PROMULGATION OF CIVIL DEFENSE OPERATIONS PLAN
A fundamental responsibility of civil government is the
protection of life and property and the alleviation of suffering
and hardship when disasters occur. This plan, adopted by the
Council outlines how the City of Gilroy prepares, mobilizes, and
employs public and private resources to cope with extraordinary
emergencies and disasters in implementing the City Civil Defense
Ordinance. This plan does not apply to labor controversies.
The organization, planning and readiness parts of the plan are
a continuing activity and are now in effect. The emergency opera-
tions parts of the plan will become effective:
1. Immediately and completely when a war-caused
STATE OF EXTREME EMERGENCY exists in the State.
2. Immediately and to the extent necessary: when a
STATE OF DISASTER or STATE OF EXTREME EMERGENCY
affecting this city is proclaimed by the Governor,
or in case of serious LOCAL PERIL, LOCAL EMERGENCY
or LOCAL DISASTER by action of the City Government.
The City Administrator, as the Director of Civil Defense and
Disaster, is responsible for implementing this plan and its
review and updating as appropriate. All City employees are
members of the disaster organization; provision is made for the
use of volunteer services and private resources if needed to
augment City forces. Since disasters occur in many forms,
frequently without warning, the success of this plan depends
on how well people are trained and ready to act and the
understanding and cooperation of City employees and the public.
This plan supersedes the Civil De(rye e,and Disaster Plan of

CIVIL DEFENSE OPERATIONS PLAN
I. SITUATION
A. General. Experience proves that every community is exposed
to hazards to the lives and property of its citizens from
such events as earthquakes, fires, floods, accidental explo-
sions, civil disorders, and other catastrophies. Also, a
potential enemy has the capability of attacking any location
in California with nuclear weapons propelled by missiles,
carried by aircraft, or clandestinely introduced with little
or no warning. Other capabilities include attack with
chemical, biological and incendiary or conventional weapons.
1. National Defense Capabilities. The Department of
Defense is responsible for the active defense of our
country and maintains military forces for this purpose.
Army, Navy and Air Force operations can exact heavy
toll of attacking forces, but there can be no assurance
that any location is safe from attack, particularly
surprise attack from secret positions.
2. Attack Effects. Nuclear attack would cause widespread
death and destruction over much of the country. In
addition to losses caused by blast and heat, fallout of
dangerous radioactive particles, scattered by wind
currents, can be expected over wide areas including
this City. Fallout from a nuclear detonation could
arrive in minutes or hours and its danger could vary
from slight to death dealing.
B. PlanninR Basis. The City of Gilroy with a growing population
of more than 10,000 people is located at the southern end
of the Santa Clara Valley. The City is served by principal
north-south transportation routes, U.S. Highway 101 and the
Southern Pacific Railroad. East-west highways lead across
the bordering ranges by way of Pacheco and Hecker Passes.
The City Government ~qith its organized and trained police,
fire and public work forces, with active assistance of its
citizens can act forcefully to minimize losses of life and
property. Organized medical, transportation, manufacturing,
distribution, educational, utility and volunteer groups
can augment City forces.

1. Mutual Aid. The City is a party to the California
Master Mutual Aid Agreement and undertakes to use its
full resources to protect its citizens and their
property. If additional resources are required, the
City may ask for and receive help from other communities,
the County and the State. The City in turn, is obli-
gated to help other communities to the extent practicable
in the circumstances.
2. Shelter. There is not sufficient identified shelter
space in the City to protect the population from
radioactive fallout. In the absence of predesignated
shelter, the provision and use of expedient shelter
becomes imperative.
3. Warning. The Area Warning point (Almeda County Sheriff's
Communication Center) signals an attack by actuating a
bell and lights RED Signal at the Gilroy Fire Station.
The alternate warning point (Santa Clara County Communi-
cations Center) sends warning messages to the Gilroy
Police Department, Gilroy Ambulance Service, Wheeler
Hospital and Emergency Broadcasting stations; it
actuates the bell and lights RED Signal when required.
The Gilroy Police or Fire Department receiving warning
verifies the information and notifies the Civil Defense
Director. Verified warning is communicated to the
public by the Gilroy Fire Department using the fire
warning horn and other means as necessary.
4. Increased Readiness. Periods of international tension
may occur from time to time. The capability of govern-
ment and individuals to meet the threat can be improved
during such periods. This plan and its annexes or
supplements are designed to chart actions to reach a
state of increased readiness.
5. Operations. The reaction of responsible authorities
to war-caused or peacetime emergency must be automatic.
There may be little warning, stresses will be great
and, at least initially, only those people already
trained and present in the community and resources
at hand can be relied upon to control disaster
effects, limit losses, and restore essential services.
6. Emergency Public Information. An informed public is an
essential ingredient of effective self-protection. The
Emergency Broadcasting System (EBS) is available for
alerting and informing the public during war emergencies.
The City of Gilroy has access to the system through the
Santa Clara County Operational Area.

7. Disaster Determination. Emergency actions are given
legal sanction and public recognition by proclamations
of responsible public officials. The Council, or if
not in session, the Director of Civil Defense may
proclaim the existence or threatened existence of a
disaster or emergency when conditions require the
combined efforts of the City Government and its
people. A STATE OF DISASTER or STATE OF EXTREME
EMERGENCY may be declared by the Governor when an
extraordinary peacetime emergency or imminent enemy
attack require. A STATE OF EXTREME EMERGENCY exists
automatically when an enemy attack occurs.

II. MISSION. The City of Gilroy will carry out the provisions of
this plan when war-caused or other disaster immediately threatens
the lives, health, or property of its citizens. Operations
will be designed to minimize casualties and property damage and
facilitate recovery. City employees, volunteers and private
institutions and organizations will be mobilized as necessary
and directed in the common effort. The City will act in
concert with neighboring communities, Santa Clara County, the
State and Nation. In addition, when a STATE OF EXTREME EMERGENCY
is proclaimed by the Governor or arises from enemy attack, the
City will:
1. Transmit situation and status reports to the Santa
Clara County Operational Area,
2. Request from or through the Operational Area
Coordinator the necessary emergency resources which
are not available locally.
3. If not affected by disaster, mobilize and prepare
to assist other communities as required,
4. Enforce orders, rules and regulations promulgated by
the Governor, and
5. Protect remaining essential resources and provide
for their efficient and equitable utilization.

III. ORGANIZATION
A. General. The Gilroy Civil Defense and Disaster Organization
is an~mergency organization based on City Government. It
includes all officers and employees of the City, together
with volunteer forces enrolled to aid them, and all groups,
organizations and persons who by agreement or operation of
law, including persons pressed into service, may be charged
with emergency duties for the protection of life and property.
B. Mayor and Council. The Mayor and Council, as the governing
authority of the City, establish the Civil Defense and
Disaster Organization and provide for its functioning.
C. Civil Defense and Disaster Council. The Civil Defense and
Disaster Council consists of the Mayor (Chairman), Director
of Civil Defense and Disaster (Vice-Chairman), Assistant
Director, chiefs of operating departments, and represen-
tatives of organized groups as may be appointed. The Disaster
Council advises the Mayor and Council on civil defense and
disaster matters.
D. Director. The City Administrator, as chief executive
officer, is the Director of Civil Defense and Disaster.
He recommends to the Councilor makes subject to their
confirmation, proclamations of the existence or the threatened
existence of a disaster or emergency. He represents the
emergency organization in dealings with the public and
other governments. He directs the Civil Defense and
Disaster Organization and controls emergency operation.
E. Assistant Director. The Assistant City Administrator is
the Assistant Director of Civil Defense and Disaster and
succeeds to the office if the Director is not available.
He coordinates pre-emergency plans and preparations,
?rovides essential information and analyses for decision-
making and assists in translating decisions into specific
orders.
F. Emergency Staff Services. Staff and Services actively
counter disaster effects. Assignments are shown below and
duties are listed in Section V.

IV. EXECUTION
A. General Plan. The General plan in a war emergency is to use
shelter to protect the population from radioactive fallout,
to counter the effects of blast and fire by emergency action,
to protect essential services and to sustain the population
by remedial movement, mass care, medical treatment and
control and allocation of resources. Other disasters will
be met by emergency actions to care for people and protect
property. Contingencies and planned responses are described
below. Specific tasks are described in Section V.
B. Preparedness. Plans are made before disaster strikes, plans
are tested, personnel trained and emergency equipment and
supplies readied.
l. Plans. Each head of an emergency service or staff
section is responsible for plans or procedures to alert,
mobilize, and direct his element of the emergency
organization.
2. Training. The head of each emergency service or staff
section insures that assigned City personnel and augmen-
tation forces, such as auxiliary fire and police personnel,
receive required special training. Volunteer organiza-
tions will be encouraged to conduct and/or participate
in training.
3. Tests. The Director of Civil Defense arranges for City
participation in Countywide, State or Federal tests and
exercises.
4. Equipment. The Director of Civil Defense assists in
acquisition and maintenance of radiological, first-aid,
hospital, and other special equipment.
5. Facilities. The Director of Civil Defense recommends
acquisition or improvement of emergency assets including
fallout shelters, emergency operating center, police,
fire, engineering, medical and welfare facilities.
6. Public Information. The Director of Civil Defense
sponsors public information programs to improve individual
capability to take the right action in emergencies.
7. County Assistance. An agreement with Santa Clara County
provides for County advice and assistance in development
of civil defense and disaster programs.

c. Peacetime Disaster. The Civil Defense and Disaster Organization
acts promptly to protect lives and property from the effects
of earthquakes, extensive fires and floods, civil disorders
and other extraordinary disasters:
l. Actions.
a. A proclamation of LOCAL DISASTER or LOCAL PERIL
is made, if appropriate.
b. The Emergency Operating Center is manned. Emergency
services are alerted and their actions coordinated.
c. The emergency situation, including estimates of
casualties and public and private property damage
and the kind and amount of help required, if any,
are reported to Santa Clara County and the
California Disaster Office.
d. The public is informed that government is acting and
advised of individual actions, if any, that may be
necessary or useful.
e. Emergency services, including the Gilroy Chapter
American Red Cross carry out their tasks to protect
lives and property and care for individuals and families.
2. Medical and Health Assistance: See Santa Clara County
Catastrophic Medical Plan.
3. Nuclear Accident: See Santa Clara County Standard
Operating Procedure for Peacetime Radiological Accidents
for assistance available when requested by the City.
4. Disaster Relief. Losses to public property may entitle
the City to assistance from State and Federal Governments.
a. The prerequisites to relief are that the City must
use its full resources to control the disaster and
restore public services, a STATE OF DISASTER declared
by the governor and if federal grants are required,
a Presidential Declaration of MAJOR DISASTER.
b. In addition, severe losses of private property in a
declared MAJOR DISASTER may entitle owners to financial
and other benefits managed by federal agencies.
c. The American Red Cross assists disaster victims by
providing food, clothing, shelter, family services,
and supplemental medical and nursing care.

D. Increased Readiness. The City improves its emergency
capability if a period of international tension gives rise
to the presumption of attack. The following intensive
programs are initiated.
1. Direction and Control. The Director of Civil Defense
briefs the Mayor, Council, department heads and
selected citizens as to hazards and readiness to meet
them. Plans, procedures, staff assignments, equipment
and facilities are reviewed. The Emergency Operating
Center is progressively staffed.
2. Shelter. Any existing facilities are inspected and
improved. Additional shelters are acquired and improved
and improvised.
3. Personnel. The head of each emergency service and staff
section reviews plans for alerting, mobilizing, and
directing his personnel. Selected personnel are progres-
sively called to duty. Skills and operating procedures
are tested.
4. Accelerated Training. Additional personnel are trained
to fill vacancies or to strengthen staff and service
elements.
,5. Emergency Public Information. A program is started to
inform citizens and add to individual ability to meet
the emergency.
6. Readiness Conditions. Attachment A describes progressive
steps in attaining full readiness.
E. ~ing. There are two signals. ATTACK WARNING is
received as a bell and lights RED signal or attack warning
message. It is communicated to the public by short blasts
of the Fire Department warning device for 3 to 5 minutes.
It means that an attack against this country has been
detected and that protective action should be taken
immediately. ALERT SIGNAL is sounded by authority of the
Gilroy Civil Defense and Disaster Organization. It is a
steady blast of the Fire Department horn and means that
peacetime or wartime hazard is imminent or present.
1. Responsibilities. The ATTACK WARNING SIGNAL is sounded
when a verified attack warning is received from the
National Warning System. The ALERT SIGNAL is sounded
on order of the Director of Civil Defense and Disaster
when imminence of attack or extraordinary emergency requires
and local radio stations are broadcasting emerge~c~_information.

2. Responses. ATTACK WARNING: Everyone should seek the
nearest available shelter. Radios should be turned on
to listen for emergency information. ALERT SIGNAL:
Everyone should listen to radio broadcasts for emergency
information.
3. All Clear. There is no all-clear signal. Emergency
broadcasting stations should be monitored for emergency
information including changes in warning conditions.
F. Attack. Attack may occur with or without warning and consist
of one or repeated nuclear strikes or other actions. The
Civil Defense Organization seeks the best available shelter.
During shelter occupancy the main effort is to sustain life
and health. The local situation as far as it is known is
reported to Santa Clara County Operational Area. Limited
actions are taken as necessary for survival. Postattack
countermeasures are executed as soon as attack effects will
permit.
G. Postattack. Emergency operations are limited by one of four
conditions that can be expected after nuclear attack.
1. Blast and/or Fire Damage with Radioactive Fallout. A
nuclear ground burst in or near Santa Clara County
would produce casualties and damage or destroy structures.
Fallout of radioactive particles would cause additional
casualties. The Civil Defense and Disaster Organization
remains in shelter except that controlled forays may
be made to collect casualties and remove them to
shelter. As soon as feasible, work parties emerge
for limited times to collect additional survival
supplies. Actions to control damage, protect property,
and decontaminate are deferred until radiation declines
to an acceptable level. Situation reports including
damage estimates, so far as known, are made to the
Santa Clara County Operational Area.
2. Blast and/or Fire Damage without Radioactive Fallout. The
air burst of a nuclear weapon in the vicinity of Gilroy
would produce casualties and damage or destroy structures.
The Civil Defense Organization collects and cares for
casualties, fights fires, rescues entrapped persons and
inspects and bars access to unsafe areas. Protective
actions against possible multiple strikes continue. Burial
of the dead, public health measures and emergency repairs
to essential facilities are priority actions. Situation
reports including damage estimates are sent to the Santa
Clara County Operational Area.

3. No Damage but Radioactive Fallout. The Civil Defense and
Disaster Organization acting through shelter managers
controls movement between shelters and emergency from
shelter. Work parties will leave shelter at the earliest
permissable time to perform essential tasks such as
decontamination, replenishment of shelter supplies and
protection or emergency repairs to essential facilities.
Situation reports are made to Santa Clara County Operational
Area.
4. No Damage and No Radioactive Fallout. The City through
its Civil Defense and Disaster Organization continues
improving protection against follow-on attack. As
necessary and at the request of the Santa Clara Opera-
tional Area, the City provides assistance to other
cities and receives and cares for displaced persons~
Supplies of essential commodities are protected and
preserved for controlled distribution. Situation
reports are made to the Santa Clara County Operational
Area.
H. Recove~. The City of Gilroy assists in execution of the
State plan for Emergency Management of Resources (in
development). Actions include those necessary to conserve
and ration resources for sustenance and recovery.
V. ~.
A. General. Tasks are assigned on the basis of day-to-day
operations and are those that can be predicted; others will
be assigned as need arises. Staff officers and chiefs of
services will:
1. Prepare annexes or standing operating procedures supple-
menting this plan to insure that they and their personnel
will respond automatically to emergency situations.
Personnel will be assigned duties, duty stations established,
and initial actions listed.
2. Prepare a plan to increase the readiness and, when
appropriate, augment or reinforce their organization
when conditions indicate that war is probable. (see
section IV, D and Attachment A, READINESS CONDITIONS)
3. Prepare and use an alerting list for on-duty and off-
duty personnel including auxiliary or standby persons.
4. Devise means to protect their personnel and City vehicles,
supplies, and equipment under their control from the
effects of attack or other disasters.

5. On receiving ALERT information, go to the City EOC or
established duty post.
6. On receiving ATTACK WARNING, take cover and, when possible,
establish communication with the EOC.
7. Direct and supervise personnel, equipment and supplies
available to them to perform emergency tasks.
8. Keep the Director of Civil Defense and Disaster informed.
9. }fuke provision for their families prior to the onset of
disaster.
B. Director of Civil Defense and Disaster (City Administrator}
will:
1. Keep the Mayor and Council informed of disaster effects
or dangers and preparations to meet them.
2. Consult with staff assistants and operating service
chiefs.
3. Assign operational priorities and emergency tasks.
4. Request assistance, when necessary, from the County or
Operational Area.
5. Request, when necessary, that the Council proclaim the
existence and termination of a LOCAL DISASTER or LOCAL
PERIL. If the Council is not in session, make the
proclamation subject to confirmation. (see Attachment B
for forms)
6. Request, when appropriate, the Governor to proclaim a
STATE OF DISASTER or STATE OF EXTREME EMERGENCY.
C. Operations Control (including Situation Intelligence). The
Assistant City Administrator will:
l. Coordinate predisaster plans and preparations.
2. Receive operational information from emergency services
and County Government.
3. Evaluate operational information and inform Director
and heads of services.
4. Report emergency situation to Santa Clara Operational Area.

5. Issue orders and instructions to carry out Director's
decisions and coordinate the organizational effort.
6. Maintain liaison with Commanding Officer, Company C,
4th Battalion, l49th Armor, California National Guard.
D. ~ergency Information (responsibilitv of Assistant City
Administrator) will:
1. Promote community understanding and support of disaster
preparedness measures.
2. Prepare emergency bulletins and disseminate to the public.
Utilize Radio Station KPER, newspapers and other avail-
able means. Transmit emergency public information through
County Communications for relay to County radio and
television stations when wide area announcements are
necessary.
3. During a war emergency, prepare emergency bulletins and
transmit to the Santa Clara County Operational Area
for inclusion in material for Emergency Broadcasting
System programs.
4. During war emergencies insure that the Emergency Broad-
casting System is monitored for information of importance
to the City.
5. Procure, store, maintain and distribute supplies and
equipment for emergency service, except whole blood which
is a medical service responsibility.
6. Locate and advise Law Enforcement Service to protect
vital stocks of foodstuffs, petroleum products, drugs,
feed and seed.
7. Arrange for control and advise Law Enforcement Service
to protect any supplies restricted by higher authority
such as those specified in the Governor's Orders.
8. Act as assistant State Purchasing Agent; process all
requisitions for services, supplies and equipment for
which the State assumes responsibility; use procurement
forms furnished by the State for the purpose.
9. Insure that emergency procurement and distribution is
accomplished in accordance with City rules and policies.
10. Maintain records of disaster expenditures and report to
the California Disaster Office.

E. Manpower and Supply Service (responsibility of Assistant City
Administrator) will:
1. Recruit, register, classify and place personnel to
augment emergency services and other essential activities.
2. Review utilization of City employees and recommend
reassignment as necessary.
3. Utilize the services and facilities of the California
Department of Employment Gilroy Office when the State
makes them available.
4. Arrange for accelerated training for emergency workers.
F. Fire Service (responsibility of Fire Chief) will:
1. Control and suppress fires.
2. Rescue people from damaged or destroyed structures.
3. Deploy fire fighting and pumping units not required for
primary functions to perform decontamination.
4. Request and provide mutual aid through established channels.
5. Direct mutual-aid forces that support Gilroy operations.
G. RADEF (responsibility of Fire Chief) will:
1. Predict, monitor, and report radioactive fallout.
2. Assess the radiological situation and provide warning of
hazards to the public and the Emergency Organization.
3. Recommend protective and decontamination measures.
4. Prepare radiological reports for transmission to the
Operational Area.
H. Warning Service (responsibility of Fire Chief) will:
l. Verify ATTACK WARNING SIGNAL with County Communications
Center.
2. Notify Civil Defense Director.
3. Sound ATTACK WARNING SIGNAL on verification of information.

4. Sound ALERT SIGNAL on order of the Director of Civil
Defense.
I. Law Enforcement Service (responsibility of Police Chief)
will:
1. Enforce laws and regulations and control public behavior.
2. Regulate and control traffic within the City.
3. Conduct explosive ordinance reconnaissance.
4. Locate and take custody of downed aircraft.
5. Perform radiological monitoring for protection of
personnel; make reports to radiological service.
6. Direct and control mutual aid law enforcement personnel
and equipment made available to the City.
7. Provide protection security to prevent sabotage.
8. Request or provide mutual aid law enforcement assistance
through established channels.
9. Protect vital stocks of supplies identified by the
Supply Service.
J. Communications (responsibility of Police Chief) will:
1. Operate police communications to direct law enforcement
activities.
2. Provide emergency message service for Director of Civil
Defense.
3. Direct establishment and operation of emergency radio
station to provide additional communications channels.
4. Maintain liaison with the Golden State Telephone Company.
K. ~ngineer Service (responsibility of City Engineer) will:
1. Provide emergency engineering service including the
condemnation or destruction of unsafe structures.
2. Direct heavy rescue operations.
3. Restore, augment, or replace roads and bridges.

4. Support establishment and maintenance of welfare centers
or shelter facilities by hasty construction.
5. Collect, evaluate, and disseminate road information.
6. Survey and report damage to structures and trafficways.
7. Cooperate with utility companies in restoration and
maintenance of essential gas, electric, tel~phone and
water services.
8. Perform radiological monitoring and provide reports to
Radiological Service.
9. Perform decontamination.
10. Direct work of State or County highway or public works
forces sent to support the City.
11. Maintain liaison with the Pacific Gas and Electric
Company.
L. Transportation Service (responsibility of City Engineer)
~:
1. Procure vehicles or haulage as required and coordinate
its allocation to emergency services.
2. Assist other services in transportation problems.
M. Medical and Health Service (appointed doctor) will:
1. Provide emergency medical care and treatment, decontamin-
ation of the sick and injured, emergency sanitation and
other safeguards for the health of survivors.
2. Assist in the defense against the effects of biological
and chemical attack in cooperation with other services.
3. Provide for registration of the dead in accordance with
the law; coordinate mortuary operations in the City.
4. Coordinate medical operations with the Santa Clara
County Operational Area.

N. Emergency Welfare Service (responsibility of Director of
Parks and Recreation) will:
1. Arrange for mass care including clothing, feeding,
sheltering, and registration of displaced persons.
2. Respond to inquiries for missing or displaced family
members.
3. Cooperate with other relief services including the Gilroy
Chapter, American Red Cross and the Santa Clara County
Emergency Welfare Service.
VI. SUPPORT
A. Supply. Emergency Services w~ll requisition s~pplies from
the Supply Service.
l. The Supply Service will insure that procurement, issue,
and return of supplies and equipment are properly
documented.
2. The sale of food, drugs, petroleum products, and alcoholic
beverages, feed and seed and other critical supplies
may be restricted by order of the Governor. The Supply
Service will assist owners of stocks to comply with
the Governor's Orders by arranging protection from
looting and other hazards to the extent possible.
B. Transportation will be provided by the Transportation Service
~ing City vehicles, then others that may be available
through contract, or in extreme emergencies by requisition
from owners.
C. Supporting Organizations.
1. American Red Cross in accordance with its charter provides
care for individuals in a disaster. Care includes food,
clothing, temporary shelter, supplementary medical and
nursing care and welfare inquiry and information services.
The Red Cross assists families by providing counseling,
and by grants for necessities and recovery. The Red
Cross supports the work of government in relieving distress;
in a war-caused disaster, their workers may be incorporated
in the City emergency organization.
2. Gilroy Unified School District is responsible for the care
of students while in school. In a disaster the District,
to the extent its primary mission permits, provides
facilities and personnel for emergency w~lfare activities.

3. Peninsula Chapter, Engineering and Grading Contractors
Association undertakes earth moving and heavy engineering
tasks. Santa Clara County arranges for performance of
services. The City pays for work at rates published in
the Association Plan.
4. County Services. Mutual aid services include communica-
tions, medical and health, fire, engineering, law enforce-
ment, and welfare services. County assistance will be
requested through the County or Operational Area Emergency
Operating Center.
5. State Services. Mutual aid services include Highway Patrol
(traffic control), Employment, Fish & Game (law enforcement),
Forestry (fire-fighting), Highways, and Public Health
services. State services will be requested through the
County or Operational Area Emergency Operating Center.
6. Federal Government provides disaster relief for restora-
tion of damaged public services and through a variety of
loan programs for damaged business and agricultural
properties. Federal relief is reserved for major disasters
and is administered by the California Disaster Office
and Federal Agencies.
7. Military Forces assist civil government when requested
and subject to priority of defense responsibilities.
Military assistance is obtained by application to the
Governor, through the County or Operational Area and the
California Disaster Office. Military units ordered to
assist the City remain under military command but accept
task assignments from the City Government.
VII. DIRECTION AND CONTROL.
A. Continuity of Government. The City Charter and State Law
(Section 1550, Military and Veterans Code) provide for the
continued functioning of the City Government despite effects
of disaster or war.
1. City Council meets as soon as possible after a disaster
and when necessary reconstitutes itself and fills
appointive City offices.
2. Director of Civil Defense and Disaster if unavailable, is
succeeded by the Assistant Director. Other successors
are appointed by the Council.

3. Heads of Emergency Services provide for succession to
office in annexes or procedures in support of this plan.
4. City Records are protected in the City Hall.
B. Control Centers. The City Emergency Operating Center is located
in the City Hall at No. 10 South Rosanna Street. The alternate
Emergency Operating Center is in the Police Headquarters
at No. 30 South Rosanna Street.
C. Communications. Commercial communications facilities will
be used as available.
1. Emergency Radio Station. An emergency RACES radio
station will be activated at the City EOC.
2. Other Radio Facilities. Police, Fire, and Public Works
radio facilities will be used by them to direct
emergency operations. These facilities will be used as
alternate channels for other emergency messages.
3. Commercial Broadcasting Facilities. Radio Station KPER
(l290). Other radio broadcasting and television stations
that can be contacted through Santa Clara County
Communications Center are: Radio Stations KXRX (1500),
KEEN (1370), KLOK (1170), KLIV (1590), KGNU (1430),
and KNTV Television Channel 11.
ATTACHMENT A--READINESS CONDITIONS
GILROY EMERGENCY OPERATIONS PLAN--ATTACHMENT A
READINESS CONDITIONS
G~N~~A1. The Gilroy Civil Defense Organization will be maintained in
one of four readiness conditions corresponding to those adopted by the
State to enable it to:
1. Make a step-by-step transition from normal peacetime operations
to wartime readiness.
2. Make the transition in step with other defense organizations.
3. Respond automatically and fully without the need for detailed
instructions.
READINESS CONDITIONS. Readiness conditions will be prescribed by the
Director of Civil Defense and will coincide with those announced by
the State.
CONDITION FOUR. This condition is the normal peacetime situation,
with no apparent immediate threat of war. Civil Government develops
and improves its operational readiness posture for both war-caused
and natural disasters. The Gilroy Civil Defense and Disaster
Organization will:
1. Develop and improve emergency organization, staffing resources,
and capabilities.
2. Review and update operations plans and procedures.
3. Develop the maximum practicable fallout shelter capacity and
readiness; prepare plans for emergency augmentation, stocking,
use and management of potential fallout shelters.
4. Develop and improve the Emergency Operating Center.
5. Improve emergency communications, warning, radiological defense,
situation intelligence, and emergency public information capabil-
ities.
6. Conduct and participate in tests, exercises, and training courses;
prepare plans for accelerated emergency training.
7. Conduct a public information program to educate people in self-
protection and survival actions.
CONDITION THREE. The situation warrants a posture of increased
reaainess, particularly in government, without formally alerting
the general public. Gilroy Civil Defense and Disaster Organization
will:

1. Notify key personnel and place priority on actions to increase
operational readiness.
2, Cancel leaves of absence for employees.
3. Check operations plans, procedures, and equipment for alerting,
warning, and informing the public, and mobilizing the emergency
organization.
4. Check fallout shelter stocks, signs, communications and manage-
ment personnel, and plans for assignment, public movement, in-
shelter operations, and emergency controls.
5. Check availability and readiness of regular and auxiliary emergency
personnel and equipment, particularly for communications and radio-
logical monitoring, and augment as necessary.
6. Brief City officials, employees, and local leaders on the situation.
7. Review organization and readiness of EOC staff and facilities;
verify lines of succession to key positions in the emergency
organization and City Government.
8. Review and update plans for accelerated training; conduct or arrange
increased training in essential emergency skills.
9. Activate an information service capable of answering public inquiries.
lO. Distribute public informational material; advise the public to
continue normal activities and at the same time:
a. Review personal and family survival plans including shelter
expedients;
b. Keep adequate stocks of food, water, and other necessities
on hand;
c. Keep informed of the developing situation and comply with
emergency instructions.
CONDITION TWO. The international situation indicates great risk of
General war and requires extra precautionary measures by civil
government and the public, to prepare for a war emergency. The Gilroy
Civil Defense and Disaster Organization will:
1. Alert City officials and key personnel of the emergency organization.
2. Place cadre staff on 24-hour duty at the EOC and remainder of staff
on standby alert; prepare and test EOC for full operation.

1. Rpport operational status to the Operational Area Coordinator
as soon as EOC has been activated, and daily as of 1200 and 2400
hours thereafter.
4. Construct expedient or improvised fallout shelters and advise
the public on construction of group and family shelters.
5. Test and improve emergency communications and information
reporting systems.
6. Intensify training in essential emergency skills.
7. Verify that essential documents and records are in protected
sites.
8. Verify that individuals designated as alternates or standby
successors to key City offices or positions carry positive
identification and proof of official status and are allocated to
specific fallout shelters.
9. Keep the emergency organization and the public informed of the
situation; stress the actions they should take before, during and
immediately after enemy attack.
lO. Continue actions under READINESS CONDITIONS FOUR AND THREE.
Complete stocking and positioning of essential survival and
recovery items.
CONDITION ONE. The Federal Government considers that war is imminent
or inevitable. The Governor proclaims a STATE OF EXTREME EMERGENCY
to permit full mobilization of emergency organizations and complete
wartime readiness before outbreak of hostilities which could occur with
little or no warning. The Gilroy Civil Defense and Disaster Organiza-
tion will:
1. Implement the operations plan for a war-caused STATE OF EXTREME
EMERGENCY.
2. Report status to Santa Clara County Operational Area.
3. Continue priority operations started under READINESS CONDITIONS
THREE and THO as time and safety permit, with maximum emphasis
on construction of expedient or improvised fallout shelters.
4. Complete intensified training in emergency skills and make
final preparations for early enemy attack.
