Resolution 1002 RESOLUTION NO. 1002 A RESOLUTION URGING THE GOVERNOR OF THE STATE OF CALIFORNIA TO UNDERTAKE EVERY EFFORT TO RETAIN FOR CALIFORNIA, THOSE FEDERAL INTERSTATE HIGHWAY FUNDS PREVIOUSLY ALLOCATED FOR HIGHWAY WORKS IN THE CITY AND COUNTY OF SAN FRANCISCO IN ORDER THEREBY THAT STATE FUNDS MAY THEN BE MADE AVAIL- ABLE FOR THE IMPROVEMENT OF THE PROPOSED FREEWAY ON STATE ROUTE 101 IN THE VICINITY OF GILROY. CALIFORNIA. WHEREAS, the Board of Supervisors of the City and County of San Fran- cisco have refused to enter into Freeway Agreements with the State of Calif- ornia to provide for the construction of Interstate Routes through that jurisdiction; and, WHEREAS, as a result of that action, the State of California presently faces the prospect of losing approximately Two Hundred and Eighty Million Dollars ($280,000,000.) in Federal Interstate Funds; and, WHEREAS, there remains numerous jurisdictions within the State of California who are in dire need of additional Interstate Funds to complete seriously needed Interstate Routes; and, WHEREAS, the availability of these jeopardized Interstate Funds to the State of California would release some California State Highway Funds for non-Interstate Routes such as the proposed Freeway Bypass along State Route 101, in the vicinity of the City of Gilroy; and, WHEREAS, the present traffic congestion on existing Route 101, through the City of Gilroy is stifling business activity in our downtown commercial district and is costing the general traveling public millions of dollars annually in stop and time delay losses; and, WHEREAS, the people of Gilroy have been pleading for years for the rerouting of Route 101, and have previously entered into a Freeway Agree- ment with the State of California to provide for this proposed project. NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Gilroy does hereby place itself on record in respectfully urging the Governor - I - / {lC k of the State of California to undertake all necessary actions to preserve unto the People of the State of California these needed and jeopardized Interstate Highway Funds and thereby provide the means of State funding for the proposed Freeway Bypass in the vicinity of Gilroy, California.
