RESOLUTION NO. 909
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GILROY URGING THE SANTA CLARA COUNTY BOARD
OF SUPERVISORS TO ESTABLISH A POLICY ON
SERVICES PROVIDED TO BOTH UNINCORPORATED AND
INCORPORATED AREAS.
WHEREAS, the history and development of local government in the
State of California has been characterized by the provision of minimum
governmental services at the County level for all citizens in the County;
and
WHEREAS, Santa Clara County has developed into an urban area
which increasingly places demands upon the Santa Clara County Board of
Supervisors to provide municipal type of services to both incorporated
and unincorporated areas, and
WHEREAS, it is to the mutual benefit of all Santa Clara County
citizens both on the level of service they can receive and their cost
for same, to retain certain common governmental services at the County
leve 1; and
WHEREAS, the City of Gilroy recognizes many inequities and incon-
sistencies in the Board of Supervisors current policy in Santa Clara
County to establish charges for municipal type services on the basis of
100% of the direct operating costs.
NOW, THEREFORE, BE IT RESOLVED, that the City of Gi lroy does
hereby respectfully request the Santa Clara County Board of Supervisors
to take the following actions relative to this subject:
1. Authorize a study of County services and costs, which would
enable the Board of Supervisors and affected cities to come
to some conclusion and agreement on the following factors:
a) Those County services which are of mutual benefit to all
County citizens which should be provided from the County's
General Fund and common tax rate established County-wide at
no additional cost to the citizen.

b) Those County services provided to incorporated areas at a
level or quality of service higher than that rendered to
the rural unincorporated areas.
c) Those County services provided to unincorporated urban areas
at a level or quality of service higher than rendered to
the average or basic level provided in the rural areas.
2. Effect prior to the 1966-67 fiscal year equitable cooperative
plans and mutual aid agreements between the County and affected
cities based upon the study.
3. Approve a written statement of policy which would include a
formula for County services necessitating rate or charge
structure to affected cities, unincorporated service districts
and other governmental jurisdictions or institutions desiring
the County service.
