RESOLUTION NO. 979
RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY UPON THE PASSING OF
GRAYDON B. CARR
WHEREAS, GRAYDON B. CARR passed away on the 21st day of November,
1965; and
WHEREAS, the said GRAYDON B. CARR was a long-time servant of the
people of the City of Gilroy, having been an important part of the govern-
ment of said City from the year 1940 down to and including the year 1964,
serving first as clerk in the Water Department, then as deputy City Clerk,
and then, upon the death of City Clerk, Phil Cox in 1957, he, at one and
the same time, held the offices of City Clerk, Purchasing Agent and Chief
Administrative Officer, down to the adoption of the new City Charter in
1960, and finally as City Administrator from 1960 to April 1, 1964, when
he voluntarily retired, though he continued to act as consultant, until
his last illness; and
WHEREAS, said GRAYDON B. CARR, in all the capacities in which he
served this City, was courteous, careful, prudent, able and trustworthy
and always will ing to assist those who had business with the City and
at the same time protect the City; and
WHEREAS, it was during his term of office as City Administrator
and largely at his repeated suggestions that the ephochal transformation
of the Gilroy city government from that under the old, outmoded and anti-
quated enactment made by the State Legislature in 1870 to that under a
new, modern City Charter adopted in the year 1960 took place, together
with the adoption of a new modern Zoning Ordinance, and the City embarked
upon the first extensive growth in many years; and
WHEREAS, the growth of the City created many new problems for the
City Administrator and his staff which required an enormous amount of work

and planning, all of which seems to have been accomplished in stride; and
WHEREAS, the passing of one who has so industriously, unselfishly
and usefully devoted himself to the advancement of the City of Gilroy,
its people and institutions, should not be permitted to go without some
permanent record or memorial thereof being made and due recognition
given,
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Gilroy
that in the death of said GRAYDON B. CARR the City of Gilroy has lost
the services of a conscientious, able and will ing servant and the com-
munity at large a public spirited and unselfish worker for the general
welfare of all, and that in his death the members of this Council feel a
keen sense of loss and extend to his surviving wife and his family their
sincere sympathy;
AND BE IT FURTHER RESOLVED that a copy of this Resolution, duly
engrossed, be delivered to Doris E. Carr, the surviving wife of said
GRAYDON B. CARR, to be held for herself and the children of said GRAYDON
B. CARR.
