Resolution 812 '*, RESOLUTION NO. 812 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY APPROVING A PLAN OF SERVICE FOR THE PURPOSE OF FORMING A LIBRARY SYSTEM HITH THE CITY OF GILROY WHEREAS, the 1963 legislature had adopted a program of finan- cial assistance to libraries, including Established Grants for library systems; and WHEREAS, the Board of Supervisors of the County of Santa Clara has heretofore expressed its willingness to join with the City of Gilroy in establishing a library system in accordance with the Public Library Development Act of 1963; and WHEREAS, this Council has heretofore authorized joining with the County of Santa Clara in applying for an Establishment Grant in accordance with said Act; and WHEREAS, pursuant to said Act 8 Plan of Service has been prepared and submitted to this Council for review and approval; Nm4, THEREFORE, BE IT RESOLVED that this Council of the City of Gilroy does hereby approve of the Plan of Service providing for participation with the County of Santa Clara in the formation of a library system in accordance with the Public Library Development Act of 1963, a copy of said Plan of Service being attached hereto and made a part hereof by reference by same as though set out in full. EXHIBIT A BOOK SELECTION POLICY The Gilroy Public Library and the Santa Clara County Free Library have adopted as the book selection policy for the Santa Clara Valley Library System the Library Bill of Rights of the American Library Association which is as follows: "1. As a responsibility of library service, books and other reading matter selected should be chosen for values of interest, information and enlightenment of all the people of the community. In no case should any book be excluded because of the race or nationality, or the political or religious views of the writer. 2. There should be the fullest practicable provision of material presenting all points of view concerning the problems and issues of our times, international, national, and local; and books or other reading matter of sound factual authority ohould not be proscribed or removed from library shelves because of partisan or doct~inal disapproval. 3. Censorship of books, urged or practiced by volunteer arbiters of morals or political opinion or by organizations which would establish a coercive concept of Americ3nism, must be challenged by libraries in maintenance of their responsibility to provide public information and enlightenment through the printed word. 4. Libraries should enlist the cooperation of allied grcups in the fields of science, of education, and of book publishing in re- si8t~ng all abridgment of the free ac~e~s to ideas and full freedom of expression that are the tradition and heritage of Americans. 5. The rights of an individual to the use of a library should not be denied or abridged because of his race, religion, national origins, or political views. 6. As an institution of education for democratic living, the library should welcome the use of its meeting rooms for socially use- ful and cultural activities and discussion of current public questions. Such meeting places should be available on equal terms to all groups in the community regardless of the beliefs and affiliations of their members. The above Library B1ll of Rights shall be interpreted to apply to all materials and media of communication used or collected by libraries. " " I , SUSANNE E.
