Resolution 731 EESOLUTION ,JQ. 731 A HESOLUTION OF THE COUNCIL OF' THE CITY OF GILHOY REQUESTING THE APPROVAL OF' THE STATE HIGHViJAY COfijNISSION FOn COi'JNECTION TO FUTUHE SIGN ROUTE 101 AT TENTH STHEET AND THE REHOUTING OF HOUTE 32 ALONG TENTH STREET TO EXISTING HOU1'E 2. Vv'HEHEAS, California State HighNay Commission did, on February 24, 1961, adopt a location for future State Highway Route 2 (US 101) freeway, said adopted location crossin~ State Highway Route 32 just easterly of the easterly lirllts of the City of Gilroy, and WHEREAS, Freeway Agreement transmitted to City by letter of January 3, 1962 indicated that a traffic interchange facility was proposed at the intersection of newly adopted Route 2 and Route 32, and WHEREAS, The City of Gilroy has developed and officially adopted a Traffic Circulation Element of its General Plan, and WHEREAS, in developing this Traffic Circulation Element it has been determined that in the future a diversion of east"',Jest traffic on Route 32 to the south of the City'S central business district v'11ll be necessary for the orderly movement of traffic and to avoid congestion in the main shopping area, and ;iIHE3.EAS, this Traffic Circulation Element as amended provides that Tenth Street eventually shall be developed to an 86' width to accommodate four lanes of traffic from said Route 32 easterly of adopted Route 2 freeway location to a connection with a proposed 106' Parkway alan,,; Uvas Creek \-'Jhich Nill connect with ltoute 32 west of Gilroy, and ~HEREAS, plan lines allowing for the development of Tenth Street to an 36' 'V'Jidth from Route 32 easterly of the freeway location to Princevalle Street have been officially adopted, and WHEREAS, funds are available through a bonding program developed in Santa Clara County for the construction of express- ways and in non-express'v;ay cities, for major streets which connect to State Highways, and 7,3 I -1- VlHEREAS, Tenth Street qualifies under this program and the construction of this street has been provided for in a Five Year Capital Outlay Program developed by the City, and WHEREAS, proposed Tenth Street crosses adopted Route 2 freeway location approximately 1200 feet easterly of Route 32, and WHEREAS, said proposed Tenth Street and proposed Parkway along Uvas Creek will effectively divert traffic from the main shopping area of the City, providin~ a crossing of Route 2 freeway and connections to Route 2 freeway are orovided at Tenth Street intersection therewith, and WHEREAS, City understands that due to proximity of proposed Tenth Street to Route 32 at their crossings of the freeway location, traffic interchange facilities may not be provided at both intersections, NOW, THEREFORE, 13e It Hesolved, that the City of Gilroy hereby requests that in lieu of originally planned interchange between Route 2 freeway and Houte 32, the California Highway Commission permit connections to Route 2 freevmy at proposed Tenth Street intersection there'\rJith, and that the Highway Commission adopt a location for Route 32 along said Tenth Street from its intersection with existing Route 32 easterly of Route 2 freeway location to Monterey Street (existing Route 2) and in consideration thereof, City will 1. Provide right of i'JaY for and construct that portion of Tenth Street between existing Route 32 easterly of ;ioute 2 free\^Jay and I>!onterey Street to standards equal to or better than that portion of Route 32 proposed to be replaced by Tenth Street, including the installation of traffic signals at Tenth Street-l,lonterey Street intersection, all at no cost to State. -2- 2. Complete said Tenth Street construction and traffic signal installation prior to or concurrently with Route 2 freeway construction to provide for the re-routing of said portion of noute 32.
