RESOLUTION NO. 81 - 13
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY OBJECTING
TO PROPOSED TERMINATION OF ABANDONED VEHICLE ABATE}lliNT PROGRAM.
WHEREAS, the Governor's proposed State budget for Fiscal Year
1981-1982 proposes to terminate the abandoned vehicle abatement program
effective July 1, 1981, and;
WHEREAS, in 1973, the Legislature of the State of California
established a trust fund to finance said program through a one-time
sur-charge on motor vehicle registrations in the State; and
WHEREAS, approximately 15.7 million dollars was accumulated to
fund said program and thereafter earned interest was to fund the pro-
gram in perpetuity; and
WHEREAS, the purposes of the program were to improve the envi-
ronment by eliminating potential health and safety hazards represented
by abandoned vehicles; and
\NHEREAS, that since its establishment, substantial sums have
been appropriated by the Legislature to projects other than that in-
tended by the act establishing such program; and
WHEREAS, it appears that over 85 counties and cities including
the City of Gilroy have participated in said program and that since
1973 over 150,000 vehicles have been disposed of through said program;

WHEREAS, said program has been financed solely through State
funds accumulated as aforesaid and as a result the City of Gilroy has
incurred reduced costs by reason thereof:
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Gilroy does hereby strenuously object to the proposed termina-
tion of the abandoned vehicle abatement program and requests that
said program be restored as a part of the 1981-1982 State Budget.

BE IT FURTHER RESOLVED that the City Council of the City of
Gilroy, requests and recommends that all funds which have been appro-
priated by the Legislature to agencies and projects other than that
authorized by the Legislature establishing the fund, be restored to
said fund.
BE IT FURTHER RESOLVED that the City Clerk of the Council
cause certified copies of this Resolution to be forwarded to the
Honorable Edmund G. Brown, Jr., Governor of the State of California;
to the Honorable Dominic Cortese, State Assemblyman for the district;
the Honorable John Vasconcellos, State Assembly Chairman for the Assem-
bly Ways and Means Committee; the Honorable Alfred Alquist, Senator and
Chairman of the Senate Finance Committee.
PASSED AND ADOPTED this 17th day of February, 1981, by the
