RESOLUTION NO. 81-31
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY
ADOPTING NUMERICAL LIMITS FOR RESIDENTIAL DWELLING
UNITS TO BE ISSUED BUILDING PE~~IT FOR EACH OF THE
YEARS 1982. 1983 and 1984,
\lliEREAS. pursuant to the City of Gilroy Residential Development
Ordinance. once each year. the City Council of the City of Gilroy
shall determine the maximum number of dwelling units to be issued
buil ding permi ts;-- and
HHEREAS, the City Council of the City of Gilroy desires to en-
courage a rate of growth which will not exceed the City's ability
to provide adequate and efficient public services or the ability
of the local economy to support such growth, the Council desires
to maintain and improve the quality of the environment and preserve
the City's natural setting, desires to provide and maintain a
balanced co~~unity with adequate housing to meet the needs of local
employment and residents, and desires to provide and maintain a
sound economic base for the City; and
WHEREAS. pursuant to Section 5 of the City of Gilroy Residentibl
Development Ordinance, the City Council of the City of Gilroy has
fixed the 6th day of April. 1981 at the hour of 8:00 o'clock p.m.
in the Council Chambers in the City lIall at 7351 Rosanna Street,
Gilroy, California as the time and place for considering and adopting
the said Numerical Limits for each of the years 1982. 1983 and 198ft,
and notice of said hearing has been given in accordance with said
Ordinance. and a public hearing has now been held upon the said
Numerical Limits, at the time and place fixed in the said noti.ce,
before the Council, and the Council having duly considered studies
and testimony relevant: to the residential development program, and
having determined that the Nuuerical Limits should be set with
the following findings:
1. From 1970 to 1976 the number of residential dwellings in the
City of Gilroy grew at approximately six (6) percent per
year. Recently, substantial fluctuations above six (6)
percent have occured in the City's growth rate.
2. The City's ability to provide continued and adequate
services will be seriously impaired if the City continues
to grow at a high rate.
3. Continued unrestrained residential growth will seriously
impair the City's ability to effectuate the goals of the
General Plan and the General Plan Elements.
4. The City's capability to provide adequate sewage capacity
for residential development is currently limited and will
continue to he limited for the forseeable future.
5. Continued unrestrained residential growth may seriously
impair the ability of the Gilroy Unified School District
to provide adequate service.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GILROY that in accord with the 'City of Gilroy Residential
Development Ordinance, the Council hereby establishes that:
1. 375 be the maximum number of dwelling units issued building
permits for 1982, in accordance with the Residential Development
Ordinance.
2. 375 be the maximum number of dwelling units issued building
permits for 1983, in accordance with the Residential Development
Ordinance,
3. 375 be the maximum number of dwelling units issued building
permits for 1984, in accordance with the Residential Development
Ordinance.
PASSED AND ADOPTED this 6th day of April, 1981, by the
following vote:
