RESOLUTION NO. 81 - 44
RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY ENDORSING SB 215 FOR
INCREASED REVENUES TO CITIES FOR STREETS AND ROADS ~AINTENANCE.
WHEREAS, the cost of maintaining and improving city streets
continues to escalate far beyond the capacity of existing revenue
sources; and
WHEREAS, the energy crisis has not only increased the cost
of gasoline but has caused major increases in the cost of road mainte-
nance materials; and
WHEREAS, the emphasis on gasoline economy has reduced con~
sumption by demanding more efficient vehicles which, using less fuel,
results in a reduction in revenue for streets and roadway maintenance
without reducing wear and tear on the system; and
WHEREAS, efficient city streets are an integral part of the
state transportation system and are essential for mass transit, personal
auto use, and movement of goods; and
WHEREAS, as substantial gas tax revenues have been siphoned
off to support mass transit which in turn, as a bus system, is causing
unusual wear and tear along the posted routes and stops as well as on
other city streets; and
WHEREAS, the rate of inflation together with state transpor-
tation policies have severely reduced the state construction program,
thus placing an increased burden on city streets and other city trans-
portation efforts; and
WHEREAS, roadway maintenance and operations should be pro-
vided under a program which does not allow further deterioration of
the system and should be funded by the users.

NOW, THEREFORE, BE IT RESOLVED
the City Council of the
City of Gilroy does support and endorse the SB 215 because if provides
some relief in the current financial deficit and is a strong step in
the right direction.
PASSED AND ADOPTED this 20th day of April, 1981, by the
