RESOLUTION NO. 82-48
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GILROY ADOPTING NUMERICAL LIMITS FOR RESIDENTIAL
DWELLING UNITS TO BE ISSUED BUILDING PERMITS FOR
EACH OF THE YEARS 1983, 1984 and 1985
WHEREAS, pursuant to the City of Gilroy Residential
Development Ordinance, once each year, the City Council of
the City of Gilroy shall determine the maximum number of
dwelling units to be issued building permits. and
WHEREAS. the Council desires to encourage a rate of
growth which will not exceed the Cityts ability to provide
adequate and efficient public services or the ability of the
local economy to support such growth. desires to maintain
and improve the quality of the environment and preserve
the City's natural setting. desires to provide and maintain a
balanced community with adequate housing to meet the needs of
local employment and residents. and desires to provide and
maintain a sound economic base for the City; and
WHEREAS. pursuant to Section 5 of the Ordinance. the
Council has fixed the 5th day of April. 1982 at the hour of
8:00 o'clock p.m. in the Council Chambers in the City Hall
at 7351 Rosanna Street. Gilroy. California as the time and
place for considering and adopting the said Numerical Limits
for each of the years 1983, 1984 and 1985. and notice of said
hearing has been given in accordance with said Ordinance. and
a public hearing has now been held upon the said Numerical Limits,
at the time and place fixed in the said notice. before the
Council, and the Council having duly considered studies and
testimony relevant to the residential development program, and
having determined that the Numerical Limits should be set with
the following findings:
1. From 1970 to 1976 the number of residential dwellings
in the City of Gilroy grew at approximately six (6)
percent per year. Recently, substantial fluctuations
above six (6) percent have occurred in the City's
growth rate.
2. The City's ability to provide continued and adequate
services will be seriously impaired if the City continues
to grow at a high rate.
3. Continued unrestrained residential growth will
seriously impair the City's ability to effectuate the
goals of the General Plan and the General Plan Elements.
4. The City's capability to provide adequate sewage
capacity for residential development is currently
limited and will continue to be limited for the
foreseeable future.'

5. Continued unrestrained residential growth
may seriously impair the ability of the
Gilroy Unified School District to provide
adequate service.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF GILROY that in accord with the City of Gilroy
Residential Development Ordinance, the Council hereby
establishes that:
l. 375 be the maximum number of dwelling units issued
building permits for 1983.
2. 375 be the maximum number of dwelling units issued
building permits for 1984.
3. 375 be the maximum number of dwelling units issued
building permits for 1985.
PASSED AND ADOPTED this 5th day of April, 1982 by the
following vote:
