RESOLUTION NO. 84-57
RESOLUTION OF THE COUNCIL OF THE CITY OF
GILROY APPROVING A TENATIVE MAP FOR
302 SINGLE FAMILY RESIDENTIAL LOTS ON
65.5 ACRES ON THE WEST SIDE OF SANTA TERESA
BOULEVARD, SOUTH OF DAY ROAD.
WHEREAS. application TM 83-5 has been made by
CITATION BUILDERS AND ARCADIA DEVELOPMENT COMPANY to the
Planning Commission for approval of a tentative map for
302 single family residential lots on 65.5 acres on the
west side of Santa Teresa Boulevard, south of Day Road,
and
WHEREAS, after a public hearing the Planning
Commission has passed Resolution No. 84-40 in which it recommends
approval of a tentative may fQr 143 lots subject to twenty-one
conditions, and
WHEREAS. the Council has certified an Environmental
Impact Report under the California Environmental Quality Act
and has held a public hearing on the application and has
considered the Planning Commission recommendation and the
evidence presented;
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Gilroy that:
1. The Environmental Impact Report is approved
including eight mitigation measures applied to reduce
significant adverse affects on the environment.
2. The tentative map is approved subject to the
following twenty-two conditions:

1. The developers shall participate in the installation
of the interim storm drainage improvements as part of
the ultimate "566" program.
2. The developers shall contribute to the cost of providing
police and fire protection facilities and safety equip-
ment for the area, in accordance with the Public Safety
fee ordinance.
3. At the time of submittal for any building permits, the
developer shall pay school impaction fees or contribute
to the cost of providing a new elementary school in or
near the project area.
4. The developers must contribute to the Interim Street
Improvement Fund for the City's Northwest Quadrant, to
include the development of Santa Teresa Blvd.
5. Street alignments connecting to adjoining developments
shall be coordinated with those projects and approved by
the Director of Public Works.
6. All utilities on the site are to be installed underground.
7. An all-weather road surface shall be provided to the lots
prior to construction, subject to the approval of the
Director of Public Works and Fire Department.
8. The design of all storm drainage and sewer lines and of all
street sections and widths shall be subject to the approval
of the Director of Public Works.
9. Grading operations and soil compaction activities shall meet
the approval of the Director of Public Works.
10. Adequate turn around space shall be provided for any cul-de-sac
to meet Gilroy Fire Department standards and approval.
11. Fire access, hydrant locations and water main sizing shall be
approved by the City Fire Department prior to issuance of any
building permits.
l2. All lot grading and drainage shall be subject to the approval
of the Director of Public Works.
l3. All finished floor elevations shall be raised at least one
foot above the lOa-year flood elevation.

l4. Any existing water wells shall be sealed to meet the
approval of the Director of Public Works and the
Santa Clara Valley Water District (SCVWD).
15. The developers shall negotiate rights-of-way with
Pacific Gas & Electric and other utilities.
16. The developers shall provide a sound wall to be built
six inches within the public right-of-way and install land-
scaping and irrigation adjacent to Santa Teresa Blvd.
to meet the approval of the City Planning and Parks and
Recreation Departments.
17. Existing mature specimen trees and shrubs native to the
area shall be preserved wherever possible.
18. Filing of final maps on portions of this tentative map
shall be allowed. Applicant shall not obtain a final map
until such time as he has an adequate RDO build-out
assignment for the number of lots, plus models. shown on
said final map.
19. The developer shall provide adequate dual access for each
phase of development to meet the approval of the Director
of Public Works and the Fire Chief.
20. All existing stock ponds or remnants thereof within the
map area shall have an engineered fill to meet the approval
of the Director of Public Works.
21. This tentative map is approved subject to the Cityts ability,
subsequent to November 6. 1984, to finance capital improvements
and maintenance of such improvements to service this project.
These improvements shall include a) police and fire facilities,
b) streets. c) storm drainage pi~ing and channels, and d) water
supply and sewage system facilit~es.
22. Simonsen Laboratories shall be allowed to work with the
developers prior to approval of the final map in order to
create a buffer zone for their agricultural use.
PASSED AND ADOPTED this 6th day of August, 1984, by the
