RESOLUTION NO. 85 - 29
RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY SUPPORTING REIN-
STATE}ffiNT OF RAIL PASSENGER SERVICE BETWEEN SAN FRANCISCO AND
HONTEREY.
WHEREAS, it is the policy of the state to encourage rail
passenger service as an alternative to the automobile because of
such service's high fuel efficiency and to relieve heavily traveled
highways; and
Wl1EREAS, in recognition of these benefits of rail passenger
service, the restoration of service between San Francisco and Monte-
rey would be desirable; and
WHEREAS, the California legislature has demonstrated its
support by appropriating $2.5 million (SB 429-Alquist; Statutes of
1977) for railway improvements to reinstate service; and
Wl1EREAS, in 1980 the Legislature directed Cal Trans to
study the feasibility of reinstating this service, whereby the
Department researched and issued its findings ,"t7hich showed that
rail passenger service is feasible between San Francisco and
}1onterey if certain track and station improvements are undertaken;
and
WHEREAS, SB 1003 (11ello) has been introduced this year
which would provide for an additional $2.5 million for reinstate-
ment of service; and
WHEREAS, current estimates for upgrading of the rail tracks
amount to $5 million; and
WHEREAS, the dramatic increase in visitors to the Monterey
Bay area in the last year has overtaxed local roads and highways,
with over 60% of these visitors coming from the San Francisco Bay
area.
NOW, THEREFORE BE IT RESOLVED, that the ::Governor and Depart-

ment of Transportation are urged to pursue negotiations with
Southern Pacific and negotiate a contract for upgrading and use
of the lines for rail passenger service between San Francisco
and Monterey; and
BE IT FURTHER RESOLVED that the City of Gilroy should
be included as a regular stop for the proposed rail passenger
service, and
BE IT FURTHER RESOLVED that the Legislature is urged
to augment the budget fund from $2.5 million to whatever amount
is required to re-establish rail servicej and
BE IT FURTHER RESOLVED, that local agencies agree that
it is their intention to contribute their fair share of the costs
of rail service based on further refined information on such costs
and local agency ratification; and
BE IT FURTHER RESOLVED, that the local agencies! fair
share shall be based on the statutory requirement that the actual
cost of the service shall be shared (50/50%) between state and
local governments.
