RESOLUTION NO. 85 - 39
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY IN SUPPORT
OF SB 663 AND AB 1868 RE: STATE AIR RESOURCES BOARD MErffiERSHIP.
WHEREAS, the relationship between the State Air Resources
Board and local air pollution control districts has been characterized
by lack of coordination and misunderstanding in recent years; and
~~EREAS, The State Legislature, in recognition of this fact,
commissioned an independent study to explore devices to improve the
system; and
~~EREAS, the independent consultant recommended that one of
the five seats on the Air Resources Board be filled by a representa-
tive of local air pollution control districts, and that two new seats
be created; one to be filled by a member of the Bay Area Air Quality
Management District and the other by a representative of the South
Coast Air Quality Management District; and
WHEREAS, the bill that was to accomplish this goal was
amended by San Diego County legislators so that San Diego would
equally share the new seat with the two air quality management dis-
tricts on a rotating basis, thus creating an awkward and unstable
system; and
WdEREAS, two bills before the Legislature, SB 663 and AB
1868, seek to carry out the original recommendations of the independent
consultant.
NOW, THEREFORE BE IT RESOLVED that the City of Gilroy endorses
these bills and urges our representatives in Sacramento to work for
their enactment; and
BE IT FURTHER RESOLVED that copies of this resolution be
given wide dissemination among members of the Legislature and the
Governor.
