RESOLUTION NO. 85 - 48 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY APPROVING THE APPLICATION FOR FUNDS UNDER THE CALIFORNIA SENIOR CENTER BOND ACT OF 1984 FOR SENIOR CENTER EXPANSION AND RENOVATION PROJECT. WHEREAS, the people of the State of California have ap- proved the Senior Center Bond Act of 1984, which provides funds to public and private non-profit agencies for the purpose of acquiring, constructing, altering or renovating senior centers and purchasing equipment or funding startup costs for senior centers; and \oJHER.EAS, the California Department of Aging b.as been dele- gated the responsibility for the administration of the program, setting up necessary procedures governing applications by pub- lic and non-profit groups under the program; and WHEREAS, said procedures established by the California Department of Aging require the applicant to certify by resolu- tion the approval of applications prior to submission of said applications to the State; and WHEREAS, the project applied for under this program must be of a high priority and satisfy the most urgent need with priority on unmet senior center needs from rural, low income and racial or ethnic minority areas. NOW, THEREFORE, BE IT RESOLVED that the City Council hereby 1. Approves the filing of an application for funding under the Senior Center Bond Act of 1984; 2. Certifies that the senior center will be available for use by all senior citizens; 3. Certifies that said agency has or will have sufficient funds or other sources to operate and maintain the senior center funded under this program; and RESOLUTION NO. 85-48 -1- . . 4. Certifies that said agency has or will have available prior to commencement of any work on the project, match- ing money from a non-federal or non-state source; and 5. Certifies that said agency will comply with all federal, state, and local environmental, public health, relocation, affirmative action, and clearinghouse requirements and all other appropriate codes, laws and regulations applic- able to the project; and 6. Certifies that the project included in this application conform to the Area Plan on Aging for the Planning and Service Area in which the senior center is located; and 7. Appoints the Director of Parks and Recreation as agent of the City of Gilroy to conduct all negotiations, execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests, reports, and so on which may be necessary for the comple- tion of the aforementioned project.
