Resolution 1986-41 . . RESOLUTION NO. 86 - 41 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY ESTABLISHING WATER CONSERVATION GUIDELINES. WHEREAS, the waters of the State of California are a limited and renewable resource subject to ever increasing demands; and WHEREAS, water must be managed and used efficiently so that the benefit from each gallon is increased and so that populations and economies may expand without increasing their demands for water; and WHEREAS, residents of the San Francisco Bay-Delta region have a long and strong history of interest in protecting the water resources of the state; and w~EREAS, it is important for Bay-Delta area water users to set an example of leadership in the efficient use of water; and WHEREAS, the Association of Bay Area Governments and the Com- mittee for Water Policy Consensus are launching a coordinated regional effort to conserve water, with a goal of water use by the year 2005 expected to be seven to ten percent less than it would have been with- out a water conservation program; and w~EREAS, outdoor landscaping consmnes approximately 50% of all water in urban and suburban areas; and WHEREAS, urban water districts were required by state law (AB 797, Klehs, 1983) to prepare and adopt urban water management plans by December 31, 1985; and w~EREAS, a more comprehensive water savings can be achieved if counties and cities develop and implement water conservation guidelines in the land use process, thereby linking and coordinating development policies with the urban water management plans adopted by water dis- tricts. NOW, THEREFORE, BE IT RESOLVED that the City of Gilroy sup- ports the need to develop and adopt local water conservation guide- lines for new developments; RESOLUTION NO. 86 - 41 -1- . . BE IT FURTHER RESOLVED that a representative of this Council and staff are hereby directed to participate and cooperate in develop- ing local water conservation guidelines, working with local water agencies, ABAG and Committee for Water Policy Consensus representatives, and others as may be appropriate; BElT FURTHER RESOLVED that the City of Gilroy sets a goal of having its water conservation guidelines developed, adopted and imple- mented by not later than December 31, 1986.
