RESOLUTION NO. 86 - 60
RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY APPROVING THE
APPLICATION AND THE PROJECT AGREEtIENT FOR HISTORIC PRESERVATION
GRANT FUNDS FOR OLD CITY PillLL STABILIZATION PROJECT FROM THE
CALIFORNIA PARK AND RECREATIONAL FACILITIES ACT OF 1984.
WHEREAS, the Legislature under the California Park and
Recreation Act of 1984 has authorized the establishment of a
Historic Preservation Grant Program, providing matching funds
to the political subdivision of the State for historic preserva-
tion projects; and
~{EREAS, the California Office of Historic Preservation
in the Department of Parks and Recreation is responsible for the
administration of the program within the State, setting up neces-
sary rules and procedures governing application by local agencies
under the program; and
~m.EREAS, said adopted procedures established by the De-
partment of Parks and Recreation require the applicant to certify
by resolution the approval of applications and the availability
of local matching funds prior to submission of said applications
to the State.
NOW, THEREFORE, BE IT RESOLVED that the City Council
hereby:
1. Approves the filing of an application for the his-
toric Preservation Grant assistance for project; and
2. Appoints the City Administrator or his/her authorized
deputy as agent of the City of Gilroy to coordinate,
process, and execute all contracts, agreements, amend-
ments and ancillary documents within the scope of
the attached application; and
3. Agrees that all required local matching funds will be
provided for the project.

PHYSICAL APPEARANCE
At the time of its construction in 1905, Gilroy's Old City Hall was
described as "begabled, beportholed and beturreted," and so 'it exists to
this day. Although the builder described it as being "in the mission
style," its ornate and complex design can best be described as Flemish
Baroque, due to the use of whimsically curved lines and a multiplicity of
functionless decoration.
The sandstone block first story gives the building its solidness, and
surrounds the various arched doors and windows, hooded with fancy curved
gables, including the large platform front stairway, which leads to the big
double door front entrance. The second story, brick and stucco over wood
framing, consists of a series of round and arched windows, outlined in
sandstone blocks, and often hooded with oversized bracketed gables. The
most spectacular and imposing feature is the bell tower and clock which
rises from the top of the second floor, topped with an appropriate finial.
The four faces of the large clock are visible for several blocks. The tower
and roof are covered with tile.
The exterior of the structure remains basically the same in appearance at it
did in 1906, with a few exceptions. Rehabilitation of the structure in 1981-
83 converted it for historic reuse as a restaurant. The arched doorways of
the old fire department which crown the southern facade, were retained and
highlighted with a lighted atrium effect. A new kitchen building was added
adjacent to the historic structure, and a landscaped courtyard was added
along the northern facade. Paint and trim detailing have been faithful to
the original appearance.
The interior of the building was done in a modern decor to clearly differ-
entiate the original from the new. An interior glass staircase was added to
combine the two floors into one contiguous space for the din~ng area.

STATEMENT OF SIGNIFICANCE
Gilroy's Old City Hall has long held its status as the most significant
structure in Gilroy. On the day the cornerstone was laid, students were
excused from school to attend the ceremonies. Its construction marked a new
"modern" age for Gilroy, and symbolized the housing of a responsive
government. Through the century, Gilroyans turned to this building not
only for governmental services of an administrative nature, but also for
judicial services and police and fire protection.

Although the days when all of those types of services can be housed under
one roof are gone, the Old City Hall still represents an era in which Gilroy
was "putting itself on the map." Today, its refurbished clock keeps
downtown Gilroy running on time. At its prime position along EI Camino
Real, it serves as a geographical and cultural landmark for the community,
by which distances (and lesser buildings) are measured.
In the intervening years, the building has been used for office space and
storage by the Chamber of Commerce, the South County Housing Corporation,
and the Gilroy Historical Society. In 1980, the structure was leased to
Hoffmann & Associates of Watsonville, which added structural improvements.
Seismic reinforcements were added to allow occupancy, and the structure was
transformed into a elegant restaurant. With adequate banquet facilities,
diverse entertainment and a spacious lounge, the building became a focal
point for downtown dining and leisure. Its decor (and menu) featured
highlights of Gilroy's history.
The restaurant has been inactive since mid-1985. In August 1986, the City
of Gilroy purchased the building's lease, furnishings and contents from the
Small Business Administration for $101,000. The City is currently in the
process of again refurbishing the building's interior, and stabilizing its
exterior (through this grant), so it can be leased to a new restaurateur.

Preservation will require a complete maintenance schedule and analysis of the
exterior of the building, repointing of the masonry, chemical cleaning of
the exterior surfaces, repair of earthquake damage, correction of water
damage, and replacement of stone and masonry components which have been
damaged. A complete description of work to be done is attached in the
exhibit section; it was prepared by preservationist Kent Seavey, who
recommends immediate action on the above items.

The City of Gilroy, having recently purchased the building's lease, furnishings
and contents, intends to refurbish and stabilize the structure, and again
lease it to be reused as a restaurant. (Creative multiple use options are
being explored, with the top floor being considered as a possible museum or
gallery space.) Proposals for the restaurant business will soon be solicited.

The project's impact on the community will be manifested in the preservation
of the City's most valuable historic resource. Further stabilization and
maintenance of the building's exterior surfaces will preserve the structure
for future generations of Gilroyans. In addition, the project will serve
as a role model for other historic structures in downtown Gilroy, and will
serve as a stimulus for other rehabilitation efforts. A downtown design
plan for facades and architectural treatment has been prepared, using 'the
Old City Hall restoration and stabilization as its cornerstone.
