RESOLUTION NO. 86 - 77
RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY IN SUPPORT OF A
ONE-YEAR }10PJiTORIUM ON THE TESTING OF NUCLEAR vlliAPONS.
WHEREAS, the United States is committed in the Limited Test
Ban Treaty of 1963 and in the Non-Proliferation Treaty of 1968 to
seek discontinuance of all nuclear weapons test explosions for all time;
and
WHEREAS, the past five federal administrations have supported
the achievement of a comprehensive test ban treaty; and
WHEREAS, the issues of verification of compliance under a nuclear
test ban have been laid to rest, both through scientific advances in
seismology and negotiated provisions for verification through diplo-
rn.atic and monitoring assurances provided by the Five Continent Peace
Initiative; and
~~EREAS, an end to nuclear weapons testing would slow the rate
of modernization of nuclear weapons, the deployment of which would
greatly increase the likelihood of nuclear war; and
~1EREAS, a nuclear weapons test ban would point toward the
ratification of a Comprehensive Test Ban Treaty, contributing to
stability and trust between the superpowers and lessening the likeli-
hood of their mutual annihilation; and
WHEREAS, the House of Representatives of the United States has
voted on August 8, 1986, to impose a one-year moratorium on tc.e testing
of nuclear weapons if the Soviet Union agrees to a similar ban; and
~ffiEREAS, the United States is a democratic society and cities,
counties, and states within a democratic society have the right and
obligation to influence, and therefore, to participate in the implemen-
tation of national policies.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GILROY to call upon the President to immediately work with the

Soviet Union and other nuclear powers to initiate a mutual and verifi-
able suspension of testing as a first step towards freezing and rever-
sing the arms race. This body calls upon the members of our congres-
sional delegation to support the President's actions which would achieve
a moratorium on nuclear testing. Copies of this resolution shall be
forwarded to the President and to the Senators and Representatives com-
prising our congressional delegation, and to members of the House-Senate
Committee on the 1987 Defense Authorization Bill.
