Resolution 1987-10 ~~-.,I! ~t '! .} ./ . . ,. ... ~;~.!!i ,.._ RESOLUTION NO, 87~lO RESOLUTION OF THE CITY OF GILROY AP~ROVING A PF PLANNED UNIT DEVELO~MENT SUBJECT TO COMPLIANCE WITH THE PLANS, SPECIFICATIONS AND DESIGNS FILED WITH THE APPLICATION, AND THE CONDITIONS IMPOSED HEREIN, FOR DEVELOPMENT OF THAT 23 ACRE PARCEL LOCATED AT THE SOUTHEAST CORNER OF NO NAME UNO AND COHANSEY AVENUES WHEREAS, SOUTH VALLEY INTERCOMMUNITY HOSPITAL HAS heretofore filed with the Planning Commission of the City of Gilroy application A/S 86-43requesting approval of a Planned Unit Development design for PF (Park/Public Facility) development of 23 acres of property located on the southeast corner of No Name Uno and Cohansey Avenues, and WHEREAS, the Planning Commission of the City of Gilroy has heard the application at its February 5, 1985 meeting, has noted prior approval of an Environmental Impact Report for the project under the California Environmental Quality Act and has made its report to the Council of the City of Gilroy, in which it recommends approval of the PF Planned Unit Development design, subject to certain conditions, and WHEREAS, the Council of the City of Gilroy agendized the application for consideration at its regular meeting of February 17, 1987, and the Council having duly considered the application, the report of the Planning Commission and the evidence presented, the Council does hereby determine: RESOLUTION NO. 87-10 -1- ..,....... ..~.... J . . }-, . 1. That the Council notes the Environmental Impact Report under the California Environmental Quality Act. 2. That the Council approves and adopts the findings of the Planning Commission set forth in Zoning Ordinance Section 50,55. 3. That the Planned Unit Development be approved subject to the conditions set forth below. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GILROY that the Planned Unit Development design be approved for the premises described below, subject to the following conditions; (1) Landscaping: Landscaping plans including specifications for an irrigation system shall be approved by the ~lanning Direction in accordance with the adopted Landscaping Policy, prior to issuance of a building permit, The landscaping shall be continuously maintained in an orderly, live, healthy, and relatively weed~free condition, in accordance with the adopted Landscaping Policy and the approved specific landscape plan. (2) Trash Enclosures: All trash enclosures shall consist of visually solid fences and gates, six (6) feet in height, in accordance with the adopted City of Gilroy standard trash enclosure design plan, or a similar design approved by the planning Director. All trash enclosures shall be located in accordance with the approved site plan and fire regulations. (3) Exterior Lighting; No unobstructed beam 0:1; exterior lighting shall be directed outward from the site toward any residential use or public right-of-way. (4) Mechanical Appurtenances; Mechanical equipment to be located on the roof of a building shall be screened by an architectural feature of the building such that it cannot be seen from ground level at the far aide of the adjacent public right-of-way, whenever possible. ( :t---.. ~ ~ The developer/~pplic~nt must obtain a sewer allotment for this project, and sign a sewer allotment agreement prior to the issuance of any building permits. All future signage shall be subject to Planning Department approval. In addition, no freeway oriented signs shall be allowed. . All landscaped ~reas adjacent to parking and/or paved areas shall be separated by a raised protective curbing to meet minimum City standards. Off-site street improvements shall include the entire nine (9) point implementation "Hospital Circulation Plan" approved by the City Council on May 19, 1986(attached), and shall be subject to the approvals of the City Engineer and Santa Clara County Transit District. An all-weather access for fire engines shall be provided before commencing any combustible construction. Fire hydrants shall also be installed and maintained before combustible construction begins, to meet the approval of the City Fire Department. Hydrant locations, and water main sizing shall be approved by the Gilroy Fire Department prior to the issuance of any building permits. The developers shall negotiate rights-of-way with Pacific Gas & Electric and other utilities. All on-site utilities shall be installed underground. Undergrounding of the existing electric power lines along the easterly boundary of the Hospital property will be scheduled in a Deferred Development Agreement. The developer shall extend all utilities to the intersection of Cohansey and No Name Uno and will connect an oversize water main from San Ysidro and Las Animas to the existing main on Murray Avenue. (14) Existing specimen trees native to the area shall be preserved wherever possible. (13) (15) All grading operations and soil compaction activities shall meet the approval of the City Engineer. RESOLUTION NO. 87-10 ...3- All proposed development delineated as "future" on the site plans sha1l require further Planned Unit Development (PUD) approval by the Planning Commission and the City Council. The landscaping buffer bordering future Arroyo Circle Drivei and adjacent to Cohansey Avenue shall be bermed. A 1 berming shall be delineated on the required landscaping plans, and shall be subject to Planning Department approval. Required traffic signalization will be scheduled in a Deferred Development Agreement. Reconstruction of Cohansey Avenue from No Name Uno Avenue to Arroyo Circle Extension will be scheduled in a Deferred Development Agreement. Present dedication of road right-of-way from the Hospital property will be required. (~irculation Plan #4) The said premises hereinbefore mentioned are described l,. f . ~.. Improvement plans for all sewer, water, storm drainage, and public utility facilities needed to serve the City~s northeast quadrant shall be subject to the review and approval by the City Engineer and the Santa Clara Valley Water District. In addition, these improvement plans shall be subject to all guidelines, standards, policies I 'and shall address the concerns set forth within the City Department of Public Work's three page Memorandum, dated January 21, 1987.
