Resolution 1989-68 .' . . . RESOLUTION NO. 89 - 68 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY MAKING FINDINGS REGARDING CHANGES AND MODIFICATIONS OF THE UNIFORM PLUMBING CODE WHEREAS, the City Council has heretofore adopted the latest edition of the Uniform Building Code, Uniform Mechanical Code, National Electrical Code , Uniform Plumbing code and the Uniform Fire Code pursuant to the authority set forth in Section 17922 of the Health and Safety Code as the construction codes for the City of Gilroy; and WHEREAS, Section 17958.5 and 17958.7 of the Health and Safety Code authorize the City to make changes or modifications in the codes as deemed necessary because of local conditions, upon express findings that such modifications or changes are needed; and WHEREAS, certain local conditions have justified and now justify modifications in such codes, by the City Council. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Gilroy, State of California, that it hereby finds and determines that the following designated changes or modifications are reasonably necessary because of local conditions set forth hereafter: 1. UNIFORM PLUMBING CODE The Uniform Plumbing code is adopted to insure a safe and workable plumbing system with minimum regulations. The City of Gilroy has experienced numerous water piping failures in type "M" copper water piping and to a lesser extent in type "L" beneath building slabs. It is also a proven fact that type CPVC and type PB plastic water piping is impervious to the type of failures experienced with copper piping and to galvanized water piping. 2. AMENDMENTS DfPACTING HOUSING The Uniform Plumbing Code is therefore amended to delete all water piping beneath a building slab and to eliminate type "M" copper piping in the City. The Plumbing Code is further amended to allow type CPVC and type PB water piping to be installed within buildings according to the terms of its listing and the code requirements contained within the Uniform Plumbing Code. -1- RESOLUTION NO. 89-68 . .
