RESOLUTION NO. 90 - 66
RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY IN SUPPORT OF THE BENITO/CLARA
TRAIL
WHEREAS, Santa Clara County and San Benito County are located in a growing
metropolitan area with increasing demands for recreational resources; and
WHEREAS, South Santa Clara County and San Benito County are blessed with a
wide variety of natural amenities, such as creeks, rolling scenic hills and oak
trees hundreds of years old; and
WHEREAS, the Benito/Clara Trail will link recreation and open space areas
with 70 miles of hiking, equestrian and bicycle facilities; and
WHEREAS, the Benito/Clara Trail will provide the opportunity for
recreational enjoyment for people of all ages and physical abilities; and
WllliREAS, the Benito/Clara Trail will create new opportunities for non-
motorized travel for those who might wish to commute to work or school by bicycle,
as well as travel safely on foot to visit neighbors; and
WHEREAS, the Benito/Clara Trail is in accordance with the recommendations of
the President's Commission on American Outdoors; and
WHEREAS, the Benito/Clara Trail will reinforce the South Valley's growing
sense of regionalism, by providing a connection to the Bay Area Ridge Trail.
NOW, THEREFORE, BE IT RESOLVED, that the CITY COUNCIL OF THE CITY OF GILROY
hereby supports the concept of the Benito/Clara Trail and supports the efforts of
other public agencies, private sector institutions and individuals that are working
to bring this trail into reality; and
BE IT FURTHER RESOLVED, that the CITY COUNCIL OF THE CITY OF GILROY hereby
supports the concept of developing a joint power agreement between Gilroy,
Hollister, Morgan Hill, San Benito County and Santa Claraq County to pursue the
creation of a master trails plan that each agency can follow eventually providing a
continuous trail network through the South Bay area; and

BE IT FURTHER RESOLVED, that Morgan Hill will perform as the lead agency
providing administrative staff during the development of the master trails plan;
and
BE IT FURTHER RESOLVED, that the CITY COUNCIL OF TIlE CITY OF GILROY urgtes
that all agencies in a position to implement this trail, give the Benito/Clara
Trail full consideration in their planning land development approval, and capitol
budgeting processes; and
BE IT FURTHER RESOLVED, that the CITY COUNCIL OF THE CITY OF GILROY supports
in concept the Benito/Clara Trail Plan, provided that the construction of the
project will not have significant, unmitigated adverse environmental impacts.
