Resolution 1991-31 . . ~ .!, RESOLUTION NO. 91 - 31 RESOLUTION REGARDING EXPEDITIOUS ACTION FOR CALTRAIN SERVICE INCLUDING SERVICE TO GILROY. WHEREAS, the voters of the State of California approved Propositions 116 and 108 at the June, 1990 election, which provided funding for rail projects; and WHEREAS, these Propositions included funding for right-of-way purchase and upgrade of the CalTrain line; and WHEREAS, this continued operation of CalTrain is necessary to provide an alternative mode of transportation and improved mobility of our citizens and for the protection of the environment by substantially reducing commuter vehicle trips; and WHEREAS, the citizens of Gilroy and the entire South Santa Clara County area have strongly supported the project for extension of CalTrain to Gilroy, now referred to as the GilTrain; and WHEREAS, the timely funding and progress towards upgrade of the CalTrain-GilTrain system is now in jeopardy due to disagreements among the Santa Clara County Board of Supervisors, the Peninsula Commute Joint Powers Board and the California Transportation Commission regarding the funding; and WHEREAS, the Santa Clara County Board of Supervisors, as the locally elected officials are responsible to the voters, hold representation on the peninsula Commute Joint Powers Board and can coordinate with the California Transportation Commission. NOW, THEREFORE, BE IT RESOLVED that the City of Gilroy does urge the Santa Clara County Board of Supervisors to, diligently and expeditiously, and with highest degree of urgency: a. Take all possible action with the Joint Powers Board and the California Transportation Commission to result in immediate resolution of the current funding problem, and b. Take all possible action to initiate the interim GilTrain service to Gilroy, and c. Keep interested citizens and communities fully apprised of progress and plans to meet these goals. BE IT FURTHER RESOLVED that the Peninsula Commute Joint Powers Board and the California Transportation Commission also urgently pursue all possible actions to result in the continuation, upgrade and expansion of CalTrain service including the GilTrain service to Gilroy.
