Resolution 1991-54 --- ~ . . .. ... .... RESOLUTION NO. 91 - 54 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY URGING THE STATE LEGI SLATURE AND GOVERNOR WILSON 10 TOTALLY REPEAL SB 2557 AND ENACT LOCAL GOVERNMENT FISCAL REFORM. WHEREAS, SB 2557 was enacted as part of the 1990-91 State budget package and resulted in the shifting of city and school district revenues to counties, to compensate for State funding cuts to state-mandated county programs; and WHEREAS, taking revenue from one local government to fund another pits local governments against one another and is disruptive to adequate planning and service provision; and WHEREAS, this approach improperly separates the Governor and Legislature from political accountability for their budget decisions; and WHEREAS, the continued shifting of inadequate revenues between local governments will have lasting, harmful, effects on our communities, our schools and our economy. NOW, THEREFORE BE IT RESOLVED, that the City Council of, the City of Gilroy urges Governor Pete Wilson, and all members of the State Legislature, to totally repeal SB 2557 and replace it with meaningful fiscal reform that will allow each local government to adequately finance its responsibilities to its constituency.
