Resolution 1992-39 " . . RESOLUTION NO. 92 - 39 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY MAKING FINDINGS REGARDING CHANGES AND MODI FICATIONS OF THE UNIFORM BUILDING CODE WHEREAS, the Council of the City of Gilroy has heretofore adopted the latest edition of the Uniform Building Code, Uniform Mechanical Code, Uniform Plumbing Code, National Electrical Code, Uniform Housing, Administrative and Abatement Codes, pursuant to the authority set forth in Section 17922 of the Health and Safety Code as the construction code for the construction codes of the City of Gilroy; and WHEREAS, Section 17958.5 and Section 17958.7 of the Health and Safety Code authorize the City to make changes or modifications in such codes as deemed reasonably necessary because of local conditions, upon express findings that such findings are needed; and WHEREAS, certain local conditions have justified and now justify modifications in such codes, by the City Council. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Gilroy, State of California, that it finds and determines that the following designated changes or modifications are reasonably necessary because of local conditions as set forth hereafter: 1, THE UNIFORM BUILDING CODE The Uniform Building Code is adopted to insure safe usable structures within the City of Gilroy with minimum regulations. The City of Gilroy is situated in Seismic Zone 4 and is subject to severe shaking during seismic events. Following the Loma Prieta earthquake numerous failures were observed in foundation sill plates where foundation bolts were spaced six (6) feet on center and where gypsum wall board and/or plaster were used to resist seismic forces. -1- RESOLUTION NO. 92 - 39 , . . 2. AMENDMENTS IMPACTING HOUSING The Uniform Building Code is therefore amended to require foundation anchor bolts to be spaced no farther than four (4) feet apart. It is further amended to delete the reference to gypsum wallboard sheathing and Portland cement plaster as a means to resist seismic forces. Impacts to housing should be minimal and the smaIl extra cost to resist seismic forces would quickly be offset by less repair costs following a seismic event.
