RESOLUTION NO. 93-14
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GILROY PURSUANT TO SECTION 19A.5(b) OF THE
CITY CODE ESTABLISHING A CHARGE FOR THE
COLLECTION OF ABANDONED SHOPPING CARTS FOUND
TO BE LITTERING PUBLIC PROPERTY
WHEREAS, section 19A.5(b) of the Gilroy city Code
provides that the City Council shall establish by resolution
charges for the redemption and disposition of abandoned shopping
carts found to be littering public property; and,
WHEREAS, that section also provides that the charges
reflect the actual cost of removal of any shopping cart or the
parts thereof, the cost of disposal, and administrative costs; and,
WHEREAS, ci ty staff have studied the various costs
imposed upon the City by the problem of abandoned shopping carts,
and have calculated the total cost to the City per shopping cart
collected, as shown on Exhibit A attached hereto and incorporated
herein by this reference;
NOW, THEREFORE, BE IT RESOLVED THAT:
A. The city Council hereby finds that the costs
associated with the collection, redemption and disposal of shopping
carts as set forth in Exhibit A are an accurate reflection of the
removal, disposal and administrative costs imposed upon the City
by the abandoned shopping cart problem.
B. A charge of $7.00 per shopping cart does not exceed
the City's actual costs, and the charge for the collection and
disposition of abandoned shopping is hereby established to be $7.00
for each shopping cart collected by the city.

We have determined the expense of eollecting abandoned shopping
carts to $7.00 per unit using the MSI Cost Control System's
software. Colleotion procedures differ between Public Works that
'use a "Sweep" to collect c8.rts, during a specific time frame, to
Parks & Recreation picking them up as they are discovered.
The storage of unclaimed carts was not costed out because most of
.the unclaimed are usually broken or rusted beyond economic benefit
and are added to the scrap metal pile fo~ pickup.
