RESOLUTION NO. 93-41
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GILROY OPPOSING THE COUNTY OF SANTA CLARA'S
PROPOSAL FOR A COUNTY-WIDE TAX-BASE SHARING
PROGRAM, AND ALL FORMS OF REGIONAL
GOVERNMENTAL REVENUE SHARING
WHEREAS, the County of Santa Clara, through its long-
range planning staff, has proposed in a draft update of the Santa
Clara County General Plan that a county-wide tax-base sharing
program be implemented in conjunction with other regional gover-
nance initiatives, including regional land-use planning; and
WHEREAS, such revenue-sharing programs are proposed by
various agencies from time to time for Santa Clara County or the
greater Bay Area region; and
WHEREAS, any such revenue-sharing system would inevitably
work to the disadvantage of local government in developing areas,
and in particular to the disadvantage of the City of Gilroy
because:
A. Gilroy is known as an attractive location for new
commercial and industrial development in Santa Clara county;
B. Gilroy has earned this status through careful
planning and other sound government policies; and
C. Under a revenue-sharing plan Gilroy would be forced
to give up a portion of the tax base and revenue it has rightfUlly
earned by attracting new commercial and industrial development;
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of
the City of Gilroy strongly opposes Santa Clara County's current

proposal for a county-wide tax-base sharing program, and strongly
opposes any and all forms of regional revenue-sharing.
PASSED AND ADOPTED this 19th day of July, 1993 by the
following vote:

COUNCILMEMBERS: GILROY, HALE, KLOECKER, NELSON,
ROWLISON, VALDEZ and GAGE.
