RESOLUTION NO. 94 - 77
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY OPPOSING PROPOSITION 187,
THE SAVE OUR STATE BALLOT INITIATIVE.
WHEREAS, the City of Gilroy values tne economic, social and cultural
contributions of immigrants; and
WHEREAS, numerous studies report that immigrants pay more in taxes than
they receive in government services; and
WHEREAS, denying access to essential health care and education will lead
to a public health disaster for the State of California and result in a permanent
under class of poor and illiterate children; and
WHEREAS, California law currently requires local police departments to
report to the INS undocumented immigrants who are engaged in serious crime and
furthermore, police departments will be hampered in their efforts to address crime
in immigrant communities because immigrants will no longer report crimes to or
cooperate with local police as witnesses due to fears of being reported to the
INS; and
WHEREAS, Proposition 187 is an anti-immigrant initiative and would lead to
discrimination of naturalized Americans and documented immigrants who would still
appear or sound foreign; and
WHEREAS, Proposition 187 will cost millions of dollars to implement and
will divert revenues that could be better spent on running the State's economy; and
WHEREAS, Proposition 187 violates Federal laws that govern funding to our
schools and health programs and may cause billions of dollars of federal funding to
California to be put at terminated.
NOW, THEREFORE, BE IT RESOLVED that the Gilroy City Council opposes
Proposition 187, and urges its residents to vote against the initiative.
PASSED AND ADOPTED this 7th day of November, 1994, by the following vote:
AYES: COUNCILMEMBERS: GILROY, KLOECKER, MORALES, ROGERS, ROWLISON,
VALDEZ and GAGE.
NOES: COUNCILMEMBERS: None
