RESOLUTION NO. 95 - 17
RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY, COUNTY OF SANTA CLARA ENCOURAGING
BETTER ENFORCEMENT OF THE VEHICLE CODE SECTION PROHIBITING LITTERING AND SUPPORTING
THE ADOPT-A-HIGHWAY PROGRAM.
WHEREAS, litter on State highway has become a blight on the landscape;
and
WHEREAS, CHP enforcement of the vehicle code prohibiting littering is
difficult unless the violator is seen; and
WHEREAS, motorists and other concerned citizens have no easy way to
report littering; and
WHEREAS, CalTrans does not have the resources to adequately address the
incidents of littering; and
WHEREAS, the Adopt-A-Highway Program provides for effective community
participation in addressing the littering problem.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Gilroy:
o
supports legislation to require open bed trucks on highways to
be covered;
o
supports legislation to increase fines for violations of the
vehicle code;
o
urges the County Legislative delegation to work with Ca1Trans
and the CHP to better enforce the vehicle code prohibition on
littering; and
o
urges CalTrans and the CHP to establish an easily accessible
way, such as an 800 number, for motorists and concerned citizens
to report vehicle code violations; and
o
urges the Legislature and CalTrans to give more visibility to
the Adopt-A-Highway program which effectively addresses the
littering problem; and
o
urges businesses, community groups, and individuals to
participate in the Adopt-A-Highway program.
