RESOLUTION NO. 2001-50
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GILROY ESTABLISHING NUMERICAL LIMITS FOR THE
MAXIMUM NUMBER OF RESIDENTIAL DWELLING UNITS
THAT SHOULD BE BUILT DURING THE TEN-YEAR AND
FIVE-YEAR GOAL PERIODS FROM YEAR 2004 THROUGH
YEAR 2013.
WHEREAS, pursuant to section 50.63(a) of the City of Gilroy Residential Development
Ordinance ("RDO''), the City Council shall determine numerical limits for the maximum total
number of residential dwelling units that should be built for a ten-year goal period, and at the same
time, shall set the number of dwelling units for the five-year goal period encompassed within that
ten-year period, not to exceed 60% of the ten-year period; and
WHEREAS, the City of Gilroy ("Applicant") submitted application M 01-10 requesting
approval to set the numerical limits; and
WHEREAS, approval of this project is categorically exempt from environmental review
under the California Environmental Quality Act ("CEQA"), pursuant to Article 18, Statutory
Exemptions, CEQA Guideline 15262, exempting feasibility and planning studies; and
WHEREAS, the City Council held a duly noticed public hearing at its regularly scheduled
meeting on July 16, 2001, at which time it considered information relevant to the residential
development program, including the growth projections for the next ten-year RDO cycle,
economics, and the availability of public services, and after such consideration, desired to set the
numerical limits for the ten-year and five-year goal periods for year 2004 through year 2013.
WHEREAS, the location and custodian of the documents or other materials which
constitute the record of proceedings upon which this project approval is based is the office of the
City Clerk.

NOW, THEREFORE, BE IT RESOLVED THAT:
I. The new RDO ten-year goal period numerical limit shall be set at three thousand
four hundred fifty (3,450) dwelling units, and the new five-year goal period
numerical limit shall be set at one thousand three hundred eighty (1,380) dwelling
units.
2. The target for market driven housing shall be set at two thousand five hundred fifty-
five (2,550) dwelling units, with the following annuailimits:

3. The target for exempt housing shall be set at nine hundred (900) dwelling units,
with the following specific targets:

4. An RDO competition shall be held this year for the 2004-2013 building cycle, with
applications due by September 28, 2001.

Note A: The first 100 units cannot be considered for transfer or reallocation to other RDO
categories until the end of this ten-year goal period, and there shall be no transfer or
reallocation of the remaining 50 units if they are not used by the end of this ten-year goal
period.
