RESOLUTION NO. 2003-23
RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY
SUPPORTING THE NATIONAL AFFORDABLE HOUSING TRUST
FUND ACT OF 2003, HR 1102
WHEREAS, there is a serious lack of housing affordable to low and very low-income
households in Santa Clara County; and
WHEREAS, this lack of affordable housing causes personal and economic hardship for
thousands of individuals and families in the County, many of whom live and/or work in the City
of Gilroy; and
WHEREAS, this lack of affordable housing also increases the costs of doing business in
the County, including the City of Gilroy, and increases the budget burden of local governments;
and
WHEREAS, the National Affordable Housing Act of2003, HR 1102, would provide
federal funding for the construction and/or rehabilitation of 1.5 million affordable homes across
the country within the next 10 years, seventy-five percent (75%) of which would be affordable to
households with incomes less than 30% of the median income; and
WHEREAS, since the funds provided by the National Affordable Housing Act of 2003
will be distributed to states according to each state's need for affordable housing, it is reasonable
to believe that the passage of the National Affordable Housing Act of2003 would fund the
construction of a significant number of affordable homes in the County, including the City of
Gilroy.
NOW, THEREFORE, BE IT RESOL YED THAT the Gilroy City Council:
1. Affirms the importance and need for affordable housing and hereby petitions the
California Congressional delegation to support the National Affordable Housing Trust
Fund Act of2003 (HR 1102); and
2. Urges the U.S. Congress to pass the National Affordable Housing Trust Fund Act of 2003
(HR 1102) this year.
