Resolution 2003-64 RESOLUTION NO. 2003-64 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY APPROVING PROJECT PRIORITIES, COMMITTING FUTURE MATCHING FUNDS FOR SAID PROJECTS, AND AUTHORIZING SUBMITTAL OF THE PROJECT LIST TO THE SANTA CLARA VALLEY TRANSPORTATION AUTHORITY FOR GRANT FUNDING UNDER THE LOCAL STREETS AND COUNTY ROADS PROGRAM WHEREAS, the Santa Clara Valley Transportation Authority ("VT A") has established the Local Streets and County Roads Program ("LS & CR Program") as part of the Valley Transportation Plan 2020 ("VTP 2020"); and WHEREAS, on September 15, 2003, the City Council, by Resolution No. 2003- 61. endorsed the VTP 2020 Community Design and Transportation Program; and WHEREAS, the LS & CR Program provides grant funds for local streets and county roads projects from the Federal Surface Transportation Program ("STP"), Congestion Mitigation and Air Quality Program ("CMAQ") and the State Transportation Improvement Program ("STIP"); and WHEREAS, the VTA has stated the goals ofthe LS & CR Program to be as follows: (1) increase connectivity of local streets and county roads as a means to (a) to shorten trips by all modes, (b) improve pedestrian and bicycle access, (c) improve transit routing, and (d) keep shorter trips off the regional freeway and expressway system; and (2) to provide funding for local transportation projects not directly connected to, or fully funded by, new development; and WHEREAS, the VTA will evaluate projects for grant funding through the LS & CR Program under a two-phase process: Phase I Planning and Phase II Programming; and INVH1601296.2 01-090903-04706091 -1- Resolution No. 2003-64 WHEREAS, only projects included in the 10-year list created by the Phase I Planning process are eligible to compete in the Phase II Programming process; and WHEREAS, the City of Gilroy proposes that the projects specified herein are to be included in the 10-year list created by the Phase I Planning process; and WHEREAS, to qualify for consideration for funding under the LS & CR Program, the City Council must commit to provide future matching funds for the City projects funded by the Program; and WHEREAS, the City staff proposed certain projects for funding based upon a comparison of each project with the VTA's LS & CR Program criteria and adjudged as best meeting Program criteria; and WHEREAS, the City Council, on September 2, 2003 and on September15, 2003, held duly-noticed public meetings at which the City Council considered the eligible projects from the City's 2003-2004 Capital Improvement Budget for funding under the LS & CR Program, and thereafter created a project priority list; and WHEREAS, the projects specified herein for submittal to VTA have been developed through this open, public process. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Gilroy that: (1) The City Council approves the following projects listed below in order of priority: A. Gilman Road-Arrovo Circle-Camino Arroyo Improvements Gilman Road-Arroyo Circle: traffic signal Camino Arroyo-Gilman Road: intersection improvements Camino Arroyo: new bridge Sixth Street/Gilman Road: traffic calming improvements B. Mantelli Drive Corridor Improvements Mantelli Drive-Church Street: intersection and traffic signal improvements Mantelli Drive- Wren Avenue: intersection and traffic signal improvements Mantelli Drive-Kern Avenue: intersection and traffic signal improvements Mantelli Drive-Hirasaki Avenue: intersection and traffic signal improvements D. First Street: roadway widening from Monterey to Church E. Farrell Street: bridge widening F. Citv-Wide Sidewalk Improvements Murray Ave. (south ofI.O.O.F): install missing, and replace any damaged sidewalk Chestnut St. (at various locations): install missing, and replace any damaged sidewalk Uvas Park Drive: install missing sidewalk Various other locations throughout the City G. City-Wide Class II and ill Bicycle Route Improvements Santa Teresa Blvd. from First St. (Hwy 152) to Castro Valley Rd. (just south of Gavilan College) Murray Ave. from Chestnut St. to E. Las Animas Ave. Tenth St. from Chestnut St. to Santa Teresa Blvd. (Class II and Ill) Various other locations throughout the City (2) The City Council hereby commits to a future local match of funds for City projects that become funded through the LS & CR Program. (3) The City Council hereby directs and authorizes City staff to timely submit the project priority list herein established to the VTA for funding under the LS & CR Program in accordance with this Resolution.
