A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GILROY APPROVING THE TRAILS MASTER PLAN.
WHEREAS, the City of Gilroy ( "City ") adopted the Gilroy 2002/2020 General Plan
( "General Plan ") in 2002 and Policy 16.05 and Action 16B thereto, which requires the City to
develop a Trails Master Plan to guide the planning, design and implementation of a citywide
networked trail system for recreational and circulation purposes; and
WHEREAS, pursuant to Policy 16.05, the City Council appointed a Trails Master Plan Task
Force ( "Task Force ") comprised of seventeen (17) members to develop a Trails Master Plan for the
City of Gilroy, and the City hired consultants Bellinger, Foster and Steinmetz to facilitate the Task
Force's work and prepare the Trails Master Plan document: and
WHEREAS, an environmental impact report ( "EIR ") was prepared for the Gilroy 2002/2020
General Plan ( "General Plan") and in 2002, the City Council certified the EIR as adequate and
complete under CEQA, and findings were adopted for each significant effect and a Statement of
Overriding Considerations was adopted prior to the approval of the General Plan, and the Trails
Master Plan is an Implementation Measure of the General Plan, and as such was considered in the
approved Final EIR, and further environmental review will be required for specific trail segments
prior to approval of construction; and
WHEREAS, the Bicycle Pedestrian Advisory Board, Planning Commission and Parks and
Recreation Commission, at duly noticed and regularly scheduled meetings held on March 22, April 7
and April 19, 2005, respectively, reviewed the proposed Trails Master Plan and voted unanimously
to recommend that the City Council approve the plan; and
WHEREAS, the City Council held a duly noticed public hearing on May 2, 2005, at which

the City Council reviewed the Trails Master Plan, the Staff Report dated April 26, 2005, and all
other documentation and the testimony received; and
WHEREAS, the location and custodian of the documents or other materials which constitute
the record of proceedings upon which this project approval is based is the office of the City Clerk.
NOW, THEREFORE, BE IT RESOLVED THAT:
The City Council of the City of Gilroy hereby approves and adopts the Trails Master
Plan.
