RESOLUTION NO. 2009-26
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY REDUCING
COUNCIL SALARIES BY 10% AND FREEZING COUNCIL COMPENSATION
LEVELS FOR THE PERIOD OF FISCAL YEAR 2010 AND FISCAL YEAR 2011
WHEREAS, the city of Gilroy has been significantly affected by the financial impact of
the current national and statewide recession; and
WHEREAS, the city's two year budget adopted on June 8, 2009, identifies that General
Fund annual revenues will be approximately $8 million lower than those actually received and
receipted by the city in FY 08; and
WHEREAS, the city council and city staffhave been working since October 2008 to
reduce General Fund expenditures by approximately $13 million in response to the precipitous
decline in revenues; and
WHEREAS, the city council and various employee labor organizations have reached
agreement on significant personnel expenditure reductions; and
WHEREAS, the city council desires to reduce its salary compensation by 10% for the
duration of both Fiscal Years 2010 and 2011 ("FY 10 & FY 11") as a measure of further
decreasing overall general fund expenditures during those periods; and
WHEREAS, the city council also desires that in addition to reducing its salary
compensation by 10% for the duration of both FY 10 and FY 11 that the reduced salary
compensation of the mayor and council members then be frozen for the duration of both FY 10
and FY 11 by not implementing consumer price index ("CPI") increases as provided for in
Ordinance 99-01; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Gilroy
hereby directs that the salary compensation of the mayor and council members be reduced by
10% for the term of both FYIO and FY 11 and that no salary increases be provided during the
same fiscal periods.
