A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY APPROVING
THE WATER SUPPLY ASSESSMENT PREPARED BY AKEL ENGINEERING GROUP
FOR URBAN SERVICE AREA AMENDMENTS USA 07-01 LUCKY DAY URBAN
SERVICE AREA AMENDMENT and USA 00-02 WREN AVENUE URBAN SERVICE
AREA AMENDMENT
WHEREAS, as required by Senate Bill 610 (SB 610) adopted in 2001 amending the
California Water Code and requiring that the City adopt an Urban Water Management Plan, the
City approved a Water System Master Plan which was then used to prepare the City Urban
Water Management Plan, approved by the City Council in 2005; and,
WHEREAS, the City Urban Water Management Plan identifies projected water demands
through 2030, identifies existing and future water system deficiencies, and recommends projects
to correct the deficiencies and major water facilities for servicing future developments; and,
WHEREAS, a Water Supply Assessment (WSA) was prepared by AKEL Engineering
Group, Inc. in March 2009 for the four originally proposed Urban Service Area amendments to
evaluate the increased water demands of future development in the USA amendment areas over
the next twenty years and to determine if the USA Amendments were consistent with the
projections in the City Urban Water Management Plan; and
WHEREAS, the WSA concludes that the water demand increase from the four USA
amendments is not considered significant, calculated at 108 AFY, and is actually offset by lower
than projected City-wide water production, and that the City-wide water balance after including
these projects, retains a remaining credit of 1461 AFY; and
WHEREAS, two of the applications for Urban Service Areas Amendments have been
withdrawn, but two projects are on the City Council agenda for review and possible approval on
October 19,2009: USA 07-01 Lucky Day Urban Service Area Amendment and USA 00-02
Wren A venue Urban Service Area Amendment; and
WHEREAS, SB610 requires approval of a Water Supply Assessment by the legislative
body of the City.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Gilroy
hereby adopts the Water Supply Assessment (WSA) prepared by AKEL Engineering Group for
the USA amendments as required by California Water Code Section 10910(g)(1).
