Resolution 2011-46 1 RESOLUTION NO. 2011 - 46 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY RECOGNIZING THE EFFORTS OF THE NUMEROUS LAW ENFORCEMENT AGENCIES AND PERSONNEL FOR THEIR PARTICIPATION IN "OPERATION GARLIC PRESS" WHEREAS, the Gilroy Police Department Anti Crime Team undertook a 16-month-Iong undercover operation dubbed "Operation Garlic Press" to target career criminals, gang members and drug dealers; and, WHEREAS, the Gilroy Police Department enlisted key partnerships in this operation to assist with funding, resources and technical assistance; and, WHEREAS, thirty-nine Federal, State, County and local law enforcement agencies, consisting of four hundred officers and agents assisted in the take down of "Operation Garlic Press" over a 3-day period - October 12th, 13th and 14th, 2011, those agencies being: Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) California Department of Corrections and Rehabilitation California Department of Justice, Bureau of Narcotics Enforcement Campbell Police Department California Highway Patrol California Department of Corrections California Department of Insurance Federal Drug Enforcement Administration (DEA) Drug Enforcement Agency High Intensity Drug Trafficking Areas (HIDTA) program Hollister Police Department Los Altos Police Department Los GatoslMonte Sereno Police Department Milpitas Police Department. Monterey County Multi-Agency Detail Commercial Auto Team Monterey County Sheriff's Office RESOLUTION NO. 2011 - 46 2 Morgan Hill Police Department Mountain View Police Department National Insurance Crime Bureau Salinas Police Department San Benito County Sheriff's Office San Mateo County Narcotic Task Force Santa Clara County District Attorney's Office Santa Clara County Probation Department Santa Clara County Regional Auto Theft Task Force Santa Clara County Sheriff's Office Santa Clara County Special Enforcement Team Santa Clara County Specialized Enforcement Team Santa Clara Police Department Santa Cruz County Sheriff s Office Santa Cruz Auto Theft Reduction and Enforcement Team Santa Cruz Anti-Crime Team Sunnyvale Department of Public Safety United Narcotics Enforcement Team (UNET) U.S. Department of Housing and Urban Development (HUD) U.S. Homeland Security Investigations U.S. Marshalls Office Watsonville Police Department Western States Information Network WHEREAS, of the 115 defendants targeted for arrest, 105 were captured due to the collective efforts of this collaborative group, culminating in the service of 186 indictments for charges ranging from possession and sales of illegal firearms, possession and sales of narcotics, and possession and sales of stolen vehicles and gang enhancements; and, WHEREAS, during "Operation Garlic Press", officers purchased and seized fifty illegal firearms, eighty-seven stolen vehicles, identified fifty-three known gang members, ten insurance RESOLUTION NO. 2011 - 46 3 frauds were uncovered, and illegal drugs were seized including heroin, ecstasy, cocaine, oxycontin, and over five pounds of methamphetamine; and, WHEREAS, "Operation Garlic Press" clearly demonstrates the Gilroy Police Department's commitment to the Gilroy City Council's top priority of public safety in keeping the community of Gilroy safe, and improving the quality of life for Gilroy residents; and, WHEREAS, the Gilroy City Council believes that all defendants charged with firearms violations in this case should receive the maximum sentencing allowable under law, and that no plea bargain deals should be allowed. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Gilroy recognizes and thanks the thirty-nine law enforcement partner agencies and four hundred courageous men and women in law enforcement for their assistance in bringing this multi-county operation to a successful conclusion. AND BE IT FURTHER RESOLVED that the City Council of the City of Gilroy respectfully requests that all defendants charged with firearms violations in this case receive the maximum sentencing allowable under law, and that no plea bargain deals be allowed.
