" RESOLUTION NO. 88- 66 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY AUTHORIZING THE DEPUTY DIRECTOR TO CONSULT WITH RESIDENTS AND COMMUNITY ORGANIZATIONS IN THE CITY OF GILROY COMMUNITY REDEVELOPMENT PROJECT AREA WHEREAS, by Resolution No. 88-60 dated September 19, 1988, the City Council of the City of Gilroy (the "City Council") designated a revised survey area and initiated the process to adopt the City of Gilroy Community Redevelopment Project Area Plan (the "Plan") pursuant to Health and Safety Code Section 33000 et. seq.; and WHEREAS, by Resolution No. 88-24 dated October 6, 1988, the Planning Commission of the City of Gilroy (the "Planning Commission") designated the City of Gilroy Community Redevelopment Project Area ("Project Area") and formulated and adopted a Preliminary Plan for the Project Area (the "Preliminary Plan"); and WHEREAS, based on the Preliminary Plan and subsequent analysis conducted in preparing the Plan for the Project Area, it has been determined that the redevelopment project to be undertaken pursuant to the Plan will not cause the displacement of a substantial number of low- and moderate-income families, and the Plan is being prepared so as not to require or cause any such substantial displacement; and WHEREAS, based on the foregoing, a Project Area Committee ("PAC") as defined by State law need not and will not be formed pursuant to Health & Safety Code Section 33385; and WHEREAS, while a PAC will not be formed, the City Council desires the Community Development Agency of the City of Gilroy (the "Agency") to continue to seek active consultation with interested residents, businesses, and RESOLUTION NO. 88-66 -1- ... - . " community organizations in the Project Area concerning the preparation, adoption, and implementation of the Plan. BE IT NOW THEREFORE RESOLVED THAT: 1. The City Council hereby determines that the proposed Project will not displace a substantial number of low- and moderate-income families and that the formation of a Project Area Committee is not required prior to the adoption of the Plan. The City Council further determines that a Project Area Committee shall not be formed in connection with the Project. 2. The City Council hereby authorizes and directs the Deputy Director of the Agency to consult with and obtain the advice of residents, businesses, and community organizations within the Project Area.
