ORD I NANCE NO. 771
AN ORDINANCE OF THE CITY OF GILROY AMENDING SECTION 15.14 OF THE
GILROY CITY CODE BY CHANGING FROM 5 MINUTES TO 10 MINUTES THE
PERIOD OF TIME DURING WHICH A TRAIN MAY BLOCK TRAFFIC ON A STREET.
THE COUNCIL OF THE CITYY OF GILROY DOES ORDAIN AS FOLLOWS:
Section I: Section 15.14 of the Gilroy City Code is hereby amended to
read as follows:
Sec. 15.14 Trains - Blocking traffic
No person shall operate any train of cars or permit the same
to remain standing so as to block the movement of traffic upon any
street for a period of time longer than ten minutes.
Section 2: All ordinances and parts of ordinances in confl ict with this
ordinance are hereby repealed.
Section 3: This is an emergency ordinance and shall take effect upon
its passage and approval. The facts constituting said emergency are as
follows: All of the fire stations and fire fighting equipment of the City of
Gilroy are located in that part of said City lying westerly of the Southern
Pacific Railroad Company tracks upon and over which said company regularly
operates trains and frequently blocks traffic upon streets over which the
trains are operated, for periods of time often in excess of ten minutes, during
which periods that part of the City East of the said Southern Pacific Railroad
Tracks is without any effective fire protection which unfavorable and critical
situations should be el iminated at the earl iest possible moment, and there is a serious
question as to whether the 5 minute limitation in the present ordinance is legal.

days after the day of adoption as pr~ ided for in the City Charter, by the
following vote; this 18th day of July, 1966:
