Ordinance 2000-18 ORDINANCE NO. 2000-18 AN ORDINANCE OF THE CITY OF GILROY ESTABLISHING THE CITY OF GILROY YOUTH COMMISSION AND DEFINING THE DUTIES THEREOF WHEREAS, the City Council of the City of Gilroy ("City") seeks to establish a Youth Commission to provide the City's youth with an opportunity to address issues affecting youth and all Gilroy residents, and the City Council seeks the advice of the youth of the Gilroy community; and WHEREAS, Article IX, Section 900 of the City of Gilroy Charter empowers the City Council to create by ordinance such advisory boards and commissions as in its judgment are required, and to grant to those boards and commissions such powers and duties as are consistent with the provisions of the charter. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GILROY DOES HEREBY ORDAIN AS FOLLOWS: SECTION I There hereby is created the City of Gilroy Youth Commission ("Commission") consisting eleven (11) members which shall have the power and duty to: Provide advice to the City Council from the youth of the Gilroy community. Study problems, activities, and concerns of the youth, hold forums on these problems, and recommend community programs to the City Council which the Commission f'mds necessary and/or desirable. Involve the youth of Gilroy in their commtmity, and provide information about issues in their City government which pertain to them. Work with other City commissions and the City Council in providing input on youth issues in our community. -1- \NVH~97472.1 ORDINANCE NO. 2000-18 04-11090470r~02 Annually determine the Commission's goals and objectives and report these to the City Council. Promulgate and propose amendments to the City of Gilroy Youth Commission Bylaws ("Bylaws") consistent with federal, state, and local law for adoption by the City Council. SECTION II Membership of the Commission shall be as follows: Any person who lives in the City of Gilroy and who will be between the ages of thirteen and nineteen years in the year following his or her appointment is eligible for membership on the Commission. All members shall be appointed by the City Council after notice and application, except that selection of the Commission's founding members will be made by the City Council upon recommendations made by the Parks and Recreation Commission. Terms of appointments to the Commission shall commence in January of each year and shall be for a term of one (1) year. SECTION III The Commission shall be governed by Article IX of the City of Gilroy City Charter, as that Article may be amended from time to time. SECTION IV If any section, subsection, subdivision, sentence, clause, phrase or word of this ordinance is for any reason held to be invalid or unconstitutional by a court of competent jurisdiction, such decision shall not effect the validity of the remaining portions of this ordinance. The City Council of the City of Gilroy hereby declares that it would have passed and adopted this ordinance, and each and all provisions hereof, irrespective of the fact that one or more provisions may be declared invalid or unconstitutional. -2- \NVH~4974723 ORDINANCE NO. 2000-18 04-110904706002 SECTION V This Ordinance shall be in full force and effect thirty (30) days after the date of its passage and adoption.
