AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GILROY AMENDING THE GILROY ZONING ORDINANCE TO
ADD SECTION 30, GLEN LOMA RANCH SPECIAL USE
DISTRICT, IMPLEMENTING PROVISIONS OF THE GLEN
LOMA RANCH SPECIFIC PLAN AND TO AMEND THE
ZONING MAP ON PROPERTY LOCATED EAST OF SANTA
TERESA BOULEVARD BETWEEN GREENFIELD DRNE AND
UV AS CREEK, FROM ND (NEIGHBORHOOD DISTRICT) TO
GLR/PUD (GLEN LOMA RANCH SPECIAL USE
DISTRICT/PLANNED UNIT DEVELOPMENT)
WHEREAS, the Glen Loma Group c/o Tim Filice submitted application Z 05-13 to
amend the text of the Gilroy Zoning Ordinance to establish the Glen Loma Ranch Special Use
District and to change the zoning designation on approximately three-hundred-sixty (360) acres
located east of Santa Teresa Boulevard between Greenfield Drive and Uvas Creek, from ND
(Neighborhood District) to GLR/PUD (Glen Lorna Ranch Special Use District/Planned Unit
Development); and
WHEREAS, the zone change request Z 05-13 applies to property identified as APNs 808-
18-003,014,015,016,017,018,808-19-008,009,010, 011,808-43-001,002,003,004,005,
and 006; and
WHEREAS, the City of Gilroy held three community meetings between October 2000
and June 2001 to gain input into the overall design of the project; and
WHEREAS, the Planning Commission and City Council held a series of six workshops
to discuss the process and overall project between February 2001 and September 2005, including
a workshop in May 2001 with the Parks and Recreation Commission; and
WHEREAS, Planning Commission held a duly noticed public hearing on October 6,
2005, at which time the Planning Commission considered the public testimony, the staff report
dated September 29, 2005 ("Staff Report"), and all other documentation related to application Z
05-13, and recommended that the City Council approve said application; and

WHEREAS, the City Council held a duly noticed public hearing on October 17,2005, at
which time the City Council considered the public testimony, the Staff Report, a follow-up staff
report dated October 11,2005, and all other documentation related to application Z05-13; and
WHEREAS, pursuant to the California Environmental Quality Act ("CEQA"), the City
Council on October 17, 2005, certified a Final Environmental Impact Report (Final EIR) in
connection with this project, finding that (a) the Final EIR was completed in compliance with
CEQA; that (b) the Final EIR was presented to the City Council and the City Council reviewed
and considered the information contained in the Final EIR prior to approving the project; and
that (c) the Final EIR reflects the independent judgment and analysis of the City; and
WHEREAS, also pursuant to CEQA, the City Council on November 7, 2005, by
Resolution No. 2005-81, made findings for each significant environmental impact and adopted a
Statement of Overriding Considerations in connection with this project regarding the
unavoidable impacts and the anticipated benefits of the project, and adopted the mitigation
measures in the Final EIR; and
WHEREAS, the City Council, also by Resolution No. 2005-81, and pursuant to CEQA,
adopted a Mitigation/Monitoring Program for the mitigation measures set forth in the Final ErR;
and
WHEREAS, the City Council on November 7, 2005, adopted Resolution No. 2005-82
adopting the Glen Loma Ranch Specific Plan for the same area included in application Z 05-13,
and approving associated General Plan amendments; anG
WHEREAS, the location and custodian of the documents or other materials which
constitute the record of proceedings upon which this project approval is based is the office of the
City Clerk.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GILROY DOES
HEREBY ORDAIN AS FOLLOWS:
SECTION I
The City Council hereby finds:
A. The project provides consistency of the City's Zoning Ordinance and map with
the Glen Loma Ranch Specific.

B. The project is consistent with the intent of the goals and policies of the General
Plan.
C. To the extent feasible, the project will mitigate significant environmental
impacts. The City Council adopted a Statement of Overriding Considerations
pursuant to CEQA regarding unavoidable environmental impacts.
D. The proposed Zoning amendments implement the Glen Loma Ranch Specific
Plan by establishing specific use controls and development guidelines to
ensure compliance with the intent of the Specific Plan document.
SECTION II
Based on the above findings, zoning application Z 05-13 is hereby approved subject to
the mitigation measures in the Final EIR as expressed in CEQA Resolution No. 2005-82, and the
Mitigation/Monitoring Program set forth therein, and the Gilroy Zoning Ordinance is amended
as follows:
A. The text of the Zoning Ordinance is hereby amended to add Section 30, Glen
Loma Ranch Special Use District, as set forth in Exhibit "A," attached hereto and incorporated
herein by this reference.
B. The Gilroy Zoning Map is hereby amended to change the zoning designation from
ND (Neighborhood District) to GLR/PUD (Glen Loma Ranch Special Use District/Planned Unit
Development) on approximately three-hundred-sixty (360) acres located east of Santa Teresa
Boulevard between Greenfield Drive and Uvas Creek, APNs 808-18-003, 014, 015, 016, 017,
018,808-19-008,009,010,011,808-43-001,002,003, 004, 005, and 006.
SECTION III
If any section, subsection, subdivision, sentence, clause or phrase of this Ordinance is for
any reason held to be unconstitutional or otherwise void or invalid by any court of competent
jurisdiction, such decision shall not affect the validity of the remaining portions of this
Ordinance. The City Council hereby declares that it would have passed this Ordinance and each
section, subsection, subdivision, sentence, clause or phrase thereof, irrespective of the fact that

anyone or more sections, subsections, subdivisions, sentences, clauses or phrases be declared
unconsti tutional.
SECTION IV
This Ordinance shall be in full force and effect thirty (30) days after the date of its passage
provided that Resolution No. 2005-82 approving GPA 00-01 becomes effective. If said
Resolution does not take effect, then Z 05-13, without any further action required by the City
Council, is denied, and this Ordinance has no further force and effect.

SECTION 30
GLEN LOMA RANCH SPECIAL USE DISTRICT
Section 30.10 Statement of Intent
The Glen Lorna Ranch Special Use District is intended to provide a comprehensive
planning approach to the Glen Lorna Ranch area that exemplifies the goals and
I, policies of the Neighborhood District by: setting development standards and policies
for the development of mixed density and housing types; providing for a mix of
residentialt commercial and public uses; promoting bicycle/pedestrian travel through
an extensive trail system; enhancing the natural features of the site; integrating open
space areast and providing individual neighborhood parks and city parks. The
average residential density is intended to create consistency with the densities
described in Chapter 5t the Land Use Plan chapter of the Glen Lorna Ranch Specific
Plan document. The land uses permitted in this zone are intended to allow
economically viable land uses that provide needed services and amenities to the
neighboring residences.
Section 30.20 Permitted Uses and Conditional Uses
Land in the Glen Loma Ranch Special Use District may be used as provided in Glen
Lorna Ranch Specific Plan's "Neighborhood Serving Commercial Centers" (Chapter
13). Conditional uses may be permitted .witha Conditional Use Permit issued by the
Planning Commission in accordance with the regulations included in Section 50.30 of
this ordinance.
Section 30.30 Site and Building Requirements
The Lott Yard, Height and Additional Requirements in the Glen Loma Ranch Special
Use District shall be as established in the Glen Lorna Ranch Specific Plan's Chapter 7
Development Standardst the "Product Type-Density Matrix Table" (Table 4) and the
"Building Envelope Standards Table" (Table 10).
Section 30.40 Density
The maximum density in the Glen Lorna Ranch Special Use District shall be
consistent with the densities described in the Glen Lorna Ranch Specific Plan "Land
Use Plan" chapter (Chapter 5), and the "Neighborhood Breakdown and Unit Counts
Table" (Table 2).
Section 30.50 Site Design Requirements
Projects within the Glen Loma Ranch Special Use District shall be designed in
accordance with the Glen Loma Ranch Specific Plan's "Land Use Standards" chapter
(Chapter 7) and "Land Use Guidelines" chapter (Chapter 8).
