This regular monthly meeting of the Common Council is called to
order by His Honor Mayor George C.Milias,Jr.
Present:Councilmen George A.Martin,George M.r~son,Jack Bogers,
Nat Heiner,J.H.Wentworth. Absent:Councilmen:James Battersby.
Minutes of the meetings of November 3rd and 1?th,194l, are read
and approved.
An appeal, from a decision of the ~ilroy City Planning Comraission
to grant Byers Bros.a Use Permit to erect a building on property
owned by them and described as a portion of Lot 3,Block 4 North,
Range 1 West, said appeal being s1gned by B.S.Fredriokson,Mary
G.Naughton and Angelo Mainero, is presented and read.
A communioation is read from L.Karstedt, Watsonville,California,
offering to install 12 jacks on the Llagas Creek on the Sewer Farm
property, for $35.00 per jack and to repair a small break in the
levee for $35.00.
The Mayor announces that the Conwon Council will meet Monday
evening, December 8th,1941, at 8 P.M. in the Council Chambers to
hear the appeal of B.S.Fredrickson, MaryG.Naughton and Angelo
Mainero, from the decision of the Gilroy City Planning Commission
and the Clerk is instruoted to notify all ~ rsons concerned.in this
matter.
Motion by Councilman :Martin, sec onded by Counc ilman Heiner and
and carried that the salaryo~ .Joe Sartor be increased from i;105.00
per month to $llO.OO pe. month; the salary of Eike Martin be in-
creased from $105.00 :fEr month to $110.00 per month; the salary of
Chas.Shields be increased from $135.00 per month to $140.00 per
month;the salary of Elmer Hoover be increased from $110.00 per month
to $115.00 per month;that the salat1es,-,of water department employees
be increased as follows:Leland Eustice from ~l50.00 per month to $160.00
per month;Irvine otto from $120.00 per month to *;125.00 per month;

G.B.Carr from ;,;95.00 per month to ~?100.00 per month; all increases
to be effective as of December 1,1941.
The City Attorney states that he has a tentative meeting scheduled
with o~ficialsof the Coast Counties Gas & Electric Company to dis-
cuss the matter of payment of the franchise tax by the company.
Mot ion by Counc ilman Rogers, seconded by Counc ilman Wentworth and
carried that the sum of $4428.19 be transferred from the Special Gas
~ Tax Fund to General Fund.
The Clerk is instructed to notify the following oil companies that
the council will receive bids for gasoline supplies for the period
January 15,1942 to January 14,1943, at the regular monthly meeting
of the Common Council,January 5,1942~ Standard Oil Company of Oal-
ifornia,Union Oil Company of California,Tide 'Hater Associated Oil Co.,
Richfield Oil Corporation,Seaside Oil Company,Shell Oil Company,
General Petroleum Corporation of Calif'ornia,Texas Gompany,Gilmore Oil
Company and McCune's Service Station.
fAr.George C.Renz,president of the Gilroy Chamber of Goml'11erce, now
apIBars before the Council and intrcxiuces Mr.E.J.Fabbri,member of
t he board of directors of the Chamber of Commerce,
Mr.Fabbri reviews the recent accomplismnents of the Chamber of
Commerce in securing industries for the community and asks that the
the money to
city donate ~~200.00 to the chamberj-:: be used to carryon the act-
ivities of that body until March,1942.
Motion by Councilman Heiner, seconded by Councilman Martin and
carried that the sum of $200.00 be donated to the Gilroy Chamber of
Corn...'11erce for operat ing expenses to :March ,1942.
The Mayor now discusses the Fleet Ins urance and Non-Ownersh ip
in$urance pOlicies of the city.
The Clerk is instructed to notify the following insurance ~gents
that the Council will accept bids for the Fleet Insurance and Non-

The Mayor reports that work on the Carnadero Levee is practically
completed.
Ordinances Nos.383 and 421,prohibiting and/or regulating the

the distribution of handbills withtthe city, are discussed.
Mr.William Werner, pt the Gilroy Publishing Company now appears
before the Council to discuss the handbill ordinances.
It is unanimously agreed that the provisions of Ordinances 383 and
421 should be strictly adhered to.
rtlX.Carl Weppener, City Building Inspector. now appears before the
Council to discuss the various types of forms needed to carry out his ~
work. Prices for these forms are quoted from a co~nunication from ..
the Gilroy Publishing Company.
Moti on by Councilman Rogers. seconded by Councilman Heiner and
carried that the Building Inspector purchase fram the Gilroy Publish-
ing Company 2000 forms necessary to carry out his work in the inspection
of Building, Gas, Plumbing and Electric installations. for the sum of

City Engineer W.J.Hanna presents a map of Block 4 North,Range 1
West and discusses the ownership of a ten foot strip running through
the center or the block from north to south approximately half way
through the length of the block.
Motion by Councilman Heiner. seconded by Councilman Martin and
carried that bills as presented be allowed and warrants ordered

The Mayor reports the receipt of a letter from 1~.A.E.Azzarrello,
been
attorney. San Jose.California, stating that he had/L retained by
certain property owners living in the vicinity of Leavesley Road and
Forest street, for the purpose o~ discussing the flood water sit-
uation in that area.
It is unanimously agreed that Mr.Azzarrello's letter to the Mayor
should be turned over to the Board of Trustees of the Gilroy Union
High School District.
Reports of the City officers are presented and read.
Motion by Councilman Heiner. seconded by Councilman Martin and
carried that the reports of city officers be accepted as read and

placed on file.
The Clerk is instructed to notify Night Officer Joseph Walsh by.,
letter that his city wages ceased on December 1,1941 and that his
position as Night Officer will be open for him when he has completely

recovered from his injury.
The Council now discusses the appointment of an officer to replace

Officer 'Walsh until he' is:-able_ to return to work.
It-is unanimously agreed that George Easton be appointed Night Officer
to serve until Officer Walsh is able to return to work,~~.Easton to serve
at the same salary as Officer Walsh.
