The regular monthly meeting of the common Counoil is called to
order by His Honor Mayor George C.~lilias,Jr.
Present:Councilmen George A.Martin,George M.Mason,Nat Heiner,
David V.Stout. Absent Councilmen:James Battersby,J.H.Wentworth.
Minutes of the meetings o-r Asgaat 3rd and 13th are read and
approved.
Communications from B.Barshinger & Son quoting prices for blacking
out the City Clerk's office and the Marshal's oiXice are read.
A petition signed by teventeen persons residing on Car.mel and
Dowdy streets, complaining about flies and the general nusianoe
allegedly caused from a Veterinary Hospital operated by Dr.C.M.
stay, 210 N.Carmel street, is presented.
A communication is read from the Gilroy Free Public Library Board
thanking the Mayor and Council for their action on certain requests
made by the board in their letter 0 f .Tuly 20,1942.

Councilman l&irtin states that the necessary equipment,to place the
streets in oondition to be oiled,has been obtained and work will start
September 9th.
Motion by Councilman Heiner, seconded by Councilman l~rtin and
carried that the City Clerk's office and the Marshal's office be pre-
pared for blackout ani that the bid of B.Barshinger &. Son of $150.'19,
i'-! plus sales tax, be accepted.
~ The matter of the complaint against Dr.Stay's Veterinary Hospital
is discussed. The Mayor requests city Inspector C.J.Weppener to make
and inspection of matters complained of in the petition and the Clerk
is instructed to notify Dr.Stay to appear before a meeting of the
Council.Monday evening, September 21,1942 at 8 0' clock, in the Council
Chambers, to state the reason why the Veterinary Hospital should not
be declared a nusiance.

Councilman Heiner reports that the Ordinance Committee desires more
time to investigate the prcposed gas and electric franchises presented
by the Coast Counties Gas and Electric Company. The City Attorney
discusses the franohise and states the reason for the Coast Counties
Gas and Electric Company requesting a new franchise at this time.
The Mayor states that he believes that a public meeting should be held
ro, discuss the proposed franchises before the Counoil takes any action.
A Memorandum of Agreement for the accumulation of the l/4r/ Gas Tax
funds for streets of Major Importance, from the Division of Highways,
is peesented. The CleRk is instruoted to communicate with the League
of California Cities to asoertain the reason for the accumulation
agreement and all other necessary information concerning the agree-
mente
Counc ilman Mason di sousses the need fer a new roof for the supply
room 0 l' the water department. Couna ilman Mason is instructed to
sec\n"e figures on the cost of a new root and report to the Counoil,
Counc ilman Mason d1 scusses the hourly wage paid day laborers hired
by the water department and states that it will he necessary to pay
60~ per hour for this type of help in the future. No objection is
nade to the payment of this increased hourly wage.
The matter of employees of the Filice and Perrelli Canning Company
parking their cars on streets adjoining the cannery aDd the deposi ting
of refuse in the streets, is discussed. The l~yor states that he will
discuss th1s matter with Mr.Frank Perrelli, manager of the cannery.
The monthly health rep:>rt 1s presented and ordered placed on file.

The monthly rep:>rt of the Poundmaster is presented and crdered pJaoed
on tile.
Motion by Councilman Martin, seconded by Councilman Stout and carried
that the bills as presented be allowed ani warrants ordered drawn on
the Treasurer.
The monthly reports ot City Officers are presented and read.
Motion by Councilman stout, seconded by Councilman Mason and carried
that the reports 0 t City Officers be aocepted as read and placed on
tile.
