This regular adjourned meeting of the Common Council is called
to order by His Honor Mayor George C.Milias,Jr.
Present:Councilmen George M.Mason,James Battersby,J.H.Wentworth,
David V.Stout. Absent:Councilmen George A.Martin,Nat Heiner.
Applications for liquoor licenses for Louis and Joseph Delorenzo,
d.b.a.Gilroy Food Market and Qruz Herrera d.b.a.Sinaloa Place are
presented. No obJection is made.
A communication is read from the Gilroy Publio Library Board
stating that Mrs.H.R.Chesbro, a member of the Library Board sinoe
October;1916, has submitted her resignation and Mrs.Chesbro and
the board recommend the appointment of Mrs.Cedrlc Grodhaus.
The Mayor now appoints Mrs.Cedric Grodhaus to: fill the vacancy
on the Library Board caused by the resignation of Mrs.H.R.Chesbro.
The Mayor announces that this meeting has been called to hear
the petitioners and Dr.C.M.Stay in regard to certain complaints
made by the petitioners against the Veterinary Hospital maintained
by Dr.Stay at Fourth and Carmel streets. The Mayor asks that the
petition andllettej, signed by P.N.Ferris be re-read.
Mr.P.N.Ferris now appears before the Council and states that the
odor from Dr.Stay's Vet~rinary Hospital is annoying and the howling
of the dogs is disturbing.
Mr.E.D.Hutchinson, a petitioner, now appears before the Council
and states that the stench fram the hospital is terrible.
Mr.Frank Viarengo. a petitioner, now appears before the Council
and complains aobout the stench from the hospital.
Dr.C.M.Stay now appears before the Council and relates the history

of his Veterinary Hospital stating that he established the hospital
in its present location six years ago and had never had any oomplaints
fram neighbors other than one two years ago. Dr.Stay stated that he
is making an earnest effort to move the kennels to the country but
the war has interferred with is plans.
Ci~ Inspeotor C..T.Weppener states that he visted the neighborhood
on two occasions ,and,fouhdYlthat the smell of disinfectant was noticable
and the place around the kennels was olean.

Members of the Counoil express a desire to visit Dr.Stay's hospital
and the Mayor announoes that the Council will go, in a body, Tuesday,
September 22nd at 1 P.M.
A oommunication is read from the League of California Cities rel-
to acoumulation of 1/4 cents gas tax funds for streets o~ major im-
portance.

MEMORANDUM OF AGREEMENl' FOR ACCUMOLAT ION
OF 1/4 CENT GAS TAX ALLOCATED FOR STREETS OF
MAJOR IMPORTANCE.

WHEREAS, a memorandum of agreement has been presented to be enter...
ed into .ith the State of California for the accumulation of the 1/4
cent gl. s tax forttlle fiscal year 1943 al10 eated tar streets of major
impcr tance other than state highways in the City of Gilroy;and
WHEREAS, the Common Council has heard read said agreement in full
en d is familiar with the contents thereof;
THEREFORE, be it resolved by the Common Council of the City of Gilroy
that, under the 'provisions of Section 200 of the Streets and High-
ways Code, the 1/4 cent gas tax allocated for streets of major import-
ance other 'than state highways be accumulated for future expenditure,
and that said agreement be and the same is hereby approved, and the
Mayor and the City Clerk are di.rect ed to sign the same on behalf of
said oity, said agreement to be binding upon the City upon its ex-
ecution by the authorized officials of the State.
