The regular monthly meeting of the COIIlIllon Council is called to order
by His Honor Mayor George C.Milias ,Jr.
Present:Councilmen George A.Martin,George M.Mason,James Battersby,
J.H.Wentworth,David V.Stout. Absent:Councllmen Nat Heiner.
Minutes of the meeting of Oct ober 5th 1942 are read and approved.
A communication is read from Mr.Harry R'a~a, lessees of 7 acres o~
land designated as Plot #3, Diagram of Gilroy Sewer Farm, offering to
lease this plot, his present lease having expired October 31,1942.
A communication is read from Logan & Frazer, city auditors, stating
that they had completed their audit of the citys books and reoords for
the period July 1,1942 to September 30,1942, and had found everything
in good order.
Mot ion by Counc ilman Battersby, seconded by Couno ilman Martin and
carried that the city leape to Harry Rianda seven aores designated as
PIGt #3, Diagram of Gilroy Sewer Farm, for a period of three years,
from November 1,1942 to October 31,1945, at an annual rental of $10.00
per aore, payable in advance, that a lease ae9-"eement be signed by both
parties and the City Attorney instructed to draw up the lease.
The matter of a ~dim out~ ordinance, as requested by Gen~ral DeWitt
of the Western Defense Command, is now discussed.

The City Attorney is instructed to draw up an ordinance to conform
with General DeWitt's request and the Mayor announces that a meeting of
the Council will be held Fr1day,November 6th at 1 P.M., at which time
the crdinance will be presented.
The Application for a Liquor License o.f Amado A. Vasquez,d. b.a..Durango
Cafe, is presented. No objection' is made.
Motion by Councilman Mason, seconded by Counoilman Stout and carried
that Irvine Otto be appointed Water Superintendent at a salary of
$160.00 per month, the appointment to be effective as of October 15th,
1942.
Councilman Stout discusses the plac~ an adequate sign at a point
about 400 feet northwest of First Street on North Monterey street,
to protect the children attending the St.tmry's Convent School,wnen
they cross the street from the school buss stop.
The Clekk is instructed to write to the Division of Highways and
ask that they investigate the matter of placing an adequate sign and
painting a cross-walk on the pavement.
The Superintendent of Streets is instructed to procure an adequate
Christmas tree to placed at the usual location in front of the City
Hall.
The Y~yor now discusses the menace ot broken bQttles and glass on
the sidewalks and streets. The Mayor states that he will instruct
the night officers to watoh this situation very carefully.
The Mayor now requests the C1 ty Att orney to explain the proposed gas
am electric franchises torpt'he Cc:lJa'st Counties Gas and Electric Company_
The City Attorney now discusses the proposed fi'anchises and read the
proposed Resolut ion 0 f Intention to advertise for bids for the sale of
the franchise to distribute electricity in the City Of Gilroy.
Mr.Charles Snyder,attorney for the Coast Counties Gas and Electric
Company, now pppears before the Council to explain certain parts of ,
th e Res olution.
Motion by Counci~an stout, seoonded by Councilman Battersby and
carried that a public meeting be held to discuss the proposed<~ran-
chises of the Coast Count ies Gas and Electric Company and four notices
o~ thi s meeting be made by publi cation in the Gilroy Eve ning Dispatch,
said meeting to be held at 8 o'clock P.M., Monday, November 16th 1942
in the auditorium of the City Hall, said notice to be signed by the
City Clerk.
Reports of the City Offioers are presented and read.

Motion by Councilman stout, seconded by Councilman Battersby and
carried that the reports be accepted as read and plaoed on file.
Motion by ~ouncilman Stout, seconded by Councilman Martin and oarried
that the bills as presented be allowed and warrants ordered drawn on
the Treasurer.
