This regular monthly meeting of the Common Council i8 called to. order by His Honor Mayor George C.Millas,Jr. Present:Councilmen George M.Mason,.James Battersby,Nat He1ner,J.H. Wentworth. Absent:Councilmen George A.Martin,David V.Stout. Minutes ot the meetings ot Maroh 6th and 27th,1944 are read and approved. A communlcatlon is read from Mr.E..J.Fabbri thanking the Mayor and Counoil tor the donation made by the city ~o the Fourth War Loan drive. A oommunication is read from the employees .f the Gilroy Telephone Company thanking the Mayor and Counol1 for the dinner and entertain- ment given to the third class radio operators ot the oompany. The report of water analysis by the Santa Clara County Health Department is presented and read and ordered placed on tile. A oommunication is read trom Clarence T..Johnson asking permission to erect a temporary auditorium for the p*rpose of conducting a series of evening lectures. The Clerk ls instruoted to request Mr.Johnson to bring in more information on where the meetings are to be held and the name or names of sponsors. The Mayor now disousses the dedloation on the north end at an alley between Carmel and Dowdy streets from Fifth to Slxth street, stating that Mrs.I.M.Chapel,owner of the property over wh10h the proposed alley w111 pass, has stated that she will donate the property providlng the oity will stand all necessary expense.and legal oosts. Motion by Councilmaa He1ner, seconded by Counoilman Mason and carried that the city stand all expenses and costs and aocept conveyance tram Mr8.1.M.Chapel for the necessary property owned by her to open an alley between Carmel and Dowdy streets from Flfth to Slxth street. . The City Attorney reports that legalx proceedings have been started agalnst Mr.J.V.Ol1veria on the matter of opening an alley from Seventh Street to Eighth street between E1g1eberry and Church 740 stre~ts. Mr.Phil Ferris, appointed by the President of the Chamber of Commerce to canvass the merchants in regard to payment by the merchants for merchants patrol servioe, now appears betore the Council to disouss the results of the canvass. Mr.Ferris presents a petition signed by fifth meroh~nts offering to pay $1.00 per month to assist in paying the salary of a Night Merohant Patrolman, and gives a general outline at the reaotion or the various merohants to the merchant patrol plan. City Marshal A.G.Goodrioh and G.N.Brodersen,presldent ot the Chamber of Commeroe, also disouss the plan ot a merohants patrol. It is unanimously deoided to discuss the matter ot a merohants tatrol at a speoial meeting of the Mayor and Common Counoil,Monday, April 10,1944 at 7:30 P.M. City Inspeotor C.J.Weppener reports that oomplaint has bee. made by Mr.Frenoh Lake, operator ot a service station at the corner ot Monterey and Seventh streets, in regard to passengers of the Paoitlo Greyhound Lines Using the rear portlon of his service statlon for a lavatory during the night hours. The Clerk ls instruoted to wrlte to the Paclfio Greyhound Lines in regard to lavatory acoomodations tor thelr passengers and also suitable seating arrangements for passengers who have to wait for busses at the depot. Councl1man Wentworth states that Mr.Henry Allemand,lesseesot a portion of the oity sewer farm, has asked that the olty purchase one of the buildings to be torn down at the Rutment Camp, tor us. on the clty's property. Motion by Councilman Wentworth, seconded by Councilman Battersby and carried that the sum of $100.00 be donated to the Gl1roy Volunteer Fire Department, said donation to be for the years 1943 and 19,". Mr.Clarence T.Johnson mow appears betore the Council and the Mayor requests that he furnish the Council with letters from plaoes where he has glven hls leotures. WITHIN THE CITY LIMITS Gardens trom 200 $q.tt. to and lnolUdlng 600 sq.tt. will reoeive a rebate of 20~ per 100 sq.ft.for the seasop. Gardens tram 200 sq.tt.to and lnclud1ng 2000 sq.tt.,wlll receive a rebate ot 201 per 100 sq. ft. for the flrst &00 sq. ft. and 10~ per 100 sq.tt.for the additional square tootage tor t he season. Gardens exceeding 2000 sq.tt. will receive a rebate of 20~ per 100 sq.tt.for the first 600 sq. ft. and 101 per 110 sq. ft. for the next 1400 sq. ft. and 5~ per 100 sq. ft. for the additional square footage. OUTSIDE THE CITY LIMITS Gardens from 200 sq.ft. to and includlng 600 sq.ft.,will reoeive a rebate of 30~ per 100 sq. ft. for the season. Gardens from 200 sq.ft. to 8llld including 2000 sq.tt.,wl1l reoeive a rebate 30~ per 100 sq.tt.for the first 600 sq.tt. and l5~ per 100 sq. ft. for the addltional square footage, tor the eeason. Gardens exceeding 2000 sq.tt. will receive a rebate ot 30~ per 100 sq.tt. tor the tirst 600 sq. ft. and l5~ per 100 sq.ft. tor the nest 1400 sq.ft. and 7i~ per 100 sq.tt.tor the additional square footage. These rates apply only on water taken from exlstlng services and for water used in excess ot that which is allowed for the minimum meter charge. TO participate in the Victory Garden Bates, gardens must be registered wlth the City Water Department at its office at 3 East Sixth Street,not later than .June lst,1944. A committee appointed by the Mayor shall measure the gardens tollowing the olose ot registration and this commlttee shall make one inspection of gardens reglstered,during the period tram June 1st to Sept.lst. Consumers will pay their water bil~s monthly for the entire amount consumed each month and the City will rebate the amounts due the consumer for Victory Gardens at the end ot the season."
