Minutes 1944/05/02 7 L15 Gilroy,Callfornia. May 2.1944. This regular monthly meeting of the Common Council 18 called to order by His Honor Mayor George C.Milias,.Jr. Present:Co&ncilmen George A.Martin,George M.Mason,Nat Heiner,.J.H. Wentworth,David V.Stout. Absent:Counci1men .James Battersby. Minutes of the meetings of April 3rd,11t~7th and 26th,lg44 are read and approved. Motion by Councilman stout, seconded by Councilman Wentworth ~nd carrled that Eugene Il.Frakes~ new proprietor of the Merchants Patrol Service, be not considered an employee of the City of Gilroy and that he be pald nothing by the city. A communication is read from Logan and Frazer, city auditors, stat- that they had examined the oity's books and records for the quarter " ending Maroh 31,1944 and had found them in good order. A oommunication is read from the State Board of Equalization stat- ing that th,~ had received the city's protest against the issuing of on On-Sale Beer Lioense::to .Joe Ye'Fernallldez,d.b.a.Durango Cafe, 99 South Monterey Street, and if a hearing becomes necessary the proper notice will be sent to the city. A communication is read from the Pacific Greyhound Lines stating 746 that they are taking steps to correct the situation oomplained of By Mr.Frenoh Lake. The Clerk states that the bus agent informed him that he expeoted to have a man at the station until 10 P.M. eaoh evening, this being the time the last bus stops in Gilroy. A oommunication is read from the Federal Housing Administration thanking the Mayor and Counoil for their willingness to cooperate in permitting the use of the War Housing Standards regulations,in the construotion of the 15 housing units, in place of the oity's Uniform Building Code and Standard Electric al aIlld Plumbing oodes. A communication addressed to the Mayor, from the Adjutant General of the State of California, stated that the Division of Engineers had agreed to pay $3,500.00 for the restoration of ~neeler Auditorium and that he expeoted a service agreement to forthcoming very shortly; also, that the State intends\,' to cancel its lease on the Auditorium building on or before .June 1,1944, due to the fact that there are no tangible results from efforts to organize a state guard unit in Gilroy. The Mayor states that he replied to the Adjutant General's letter and reminds the Council that the auditorium building will be returned to the oity within the present month and each Councilman should give some thought as to a schedule of rents,whether the city should provide a regular caretaker for the building and other matters pertaining to the building. It is unanimously agreed that these subjects should be discussed at the next regular monthly meeting of the Council. Motion by Councilman Stout, seoonded by Councilman Heiner and carried that the communications, as presented, be placed on file. The Mayor now discusses a proposal 01 the two Night Officers that they be permitted to patrol together from 11:30 P.M. to 2 A.M. ,ab4~: {ltter'~thls latter hour they resume individual patrolling. No objection is made to this proposal. Councilman Mason states that he has had a number of oomplaints about dogs running at large on the streets. After oonsiderable disoussion the Mayor instructs the Clerk to request the Poundmaster to be present at a meeting of the Counoil on Monday evening,May 9th. ORDINANCE NO.443 1s now presented and read. The C~erk is instructed to write to the Southern Pacific Company aDd call their attention to the condition ot the several crossings within the oity limits. City Marshal A.G.Goodrioh now appears before the Council to ascertain if he should oollect a license from the contractors who are going to oonstruot the 15 housing units under the Federal Housing Administration, as a war housing project. The City Marshal is advised by the City Attorney that the oontractors should pay the regular outside oontractors license of $150.00. Motion by Councilman Stout, seconded by Counoilman Martin and carried that the bills,as presented, be allowed and warrants ordered drawn on the Treasurer. The Mayor states that the ballots for the General Munioipal Electioni, held May 1st, will be canvassed Monday evening,May 9th.
